About this opportunity
The Idaho Department of Fish and Game is requesting an exemption from competition to procure fisheries database support and maintenance services from WSP USA, Inc., with the exemption notice posted for supplier comment through September 18, 2026. The Division of Purchasing (DOP) Administrator retains sole discretionary authority to approve or deny the exemption; suppliers have no appeal rights.
The exemption request centers on the Lake Pend Oreille Bonneville Power Administration program and associated fisheries databases. The agency asserts that competitive solicitation would be impractical and disadvantageous because the database was custom-designed and built over nearly 25 years by Dustin Ford, a fisheries biologist and program manager at WSP, and that Ford's institutional knowledge, specialized technical expertise in database management and fisheries science, and established working relationships with key partners—including Avista, the Kootenai Tribe of Idaho, and the British Columbia Ministry of Water, Land and Resource Stewardship—make him irreplaceable for ongoing support and maintenance.
The anticipated total contract cost is $25,000, with expected yearly maintenance costs ranging from $15,000 to $25,000 annually. The engagement is structured as an ongoing procurement rather than a one-time purchase.
Suppliers wishing to submit information supporting or contradicting the impracticality-of-competition claim may attach documentation to IPRO in the Supplier Attachments section or email purchasing@adm.idaho.gov by the September 18, 2026 closing time. The DOP Administrator intends to approve the exemption pending legal notice.
Opportunity text
The Idaho Department of Fish and Game has requested an exemption from competition for the purchase of Fisheries Database Support and Maintenance. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
