About this opportunity
Hillsborough County Aviation Authority is requesting bids for replacement of ten packaged air-conditioning units across the North and South Economy Parking Garages at Tampa International Airport, with bids due October 12, 2026 at 2:00 p.m. and a mandatory pre-bid conference and site inspection on September 14, 2026 at 10:00 a.m.
The scope covers replacement of six units in the South Garage and four in the North Garage, serving elevator lobbies and machine rooms. The existing units, installed in 2005 and 2008, have exceeded their typical 15-year operational lifespan. Bidders must be registered as Florida businesses, verified as non-convicted on multiple federal and state vendor lists, and must attend both the mandatory pre-bid conference (with Microsoft Teams option) and site inspection. Required submittals include a Bid Bond or Cashier's Check, bid affidavit, financial statements, current contractor's license, proof of insurance coverage capability, and certifications covering trench safety, Small Business Enterprise participation, e-verify compliance, non-collusion, and anti-human trafficking compliance. Bidders must also register with PaymentWorks and elect an electronic payment method if awarded.
The contract is structured as a single lump-sum line item with an owner's allowance of $40,000. Requests for clarification are due September 28, 2026 at 5:00 p.m., with addenda posted by October 5, 2026 at 5:00 p.m. Award is anticipated by the Authority's Board on December 3, 2026. Bids must be submitted electronically through the owner's e-procurement portal.
Opportunity text
The existing units, installed in 2005 for the North Garage and 2008 for the South Garage, are original equipment that has exceeded their typical 15-year lifespan. While the Maintenance Department has ensured the continued functionality of the units through regular maintenance and repairs, replacement is essential to prevent future maintenance challenges and avoid the potential complete failure of the units. Therefore, both Maintenance and the design consultant recommend replacing a total of ten (10) packaged units: six (6) in the South Garage and four (4) in the North Garage.
