About this opportunity

The Regional Transportation District is requesting proposals for design, supply, and installation of four solar inverters at the East Metro Bus Facility in Aurora, Colorado, with proposals due August 12, 2026. The solicitation is restricted to a certified vendor list of 12 Colorado-based solar energy suppliers and installers classified under NAICS 238210.

The scope covers replacement of four 20 kilowatt inverters rated at 480 volts, three-phase that are currently out of service on the facility roof at 14100 E. Colfax Avenue. Associated work includes design and re-engineering of all 22 inverters at the facility to support repowering of the entire photovoltaic system, installation of 288 module-level power optimizers with rapid shutdown capability, rigid metallic tubing, AC and DC wiring, junction boxes, mounting hardware, connectors, and grounding materials. The contractor must prepare city-approved drawings, commission the system, obtain all required permits and licenses, provide performance and payment bonds, submit shop drawings and quality control plans, and deliver as-built drawings stamped by a Colorado Professional Engineer. A one-year warranty on all work applies from final acceptance.

The independent cost estimate is $97,971.23, though the solicitation notes this is not the actual bid tab and bidders must base proposals on design drawings and detailed scope of work. The contract is structured as fixed-price with a six-month initial period of performance, extendable unilaterally by RTD for up to an additional six months at established rates. All prices are inclusive of labor, benefits, overhead, and profit with no separate charges for mileage or travel permitted. Payment occurs within 30 days of RTD's approval of invoices, with the contractor required to pay subcontractors within seven days of receiving payment. Liquidated damages are assessed at $180 per day for each day the project exceeds the scheduled completion date.
