About this opportunity
The Illinois Department of Innovation & Technology is seeking to purchase 150 licenses for TestCase Studio Pro Business Plan software for Fiscal Year 27, with proposals due July 15, 2026. The procurement is governed by the State of Illinois Standard IT Terms and Conditions (Version 26.1) and Standard Illinois Certifications (Version 26.2), both of which impose comprehensive compliance requirements.
Vendors must certify compliance with 34 mandatory state certification requirements covering legal entity status, tax obligations, criminal convictions, environmental violations, drug-free workplace standards, anti-discrimination and anti-corruption provisions, and restrictions on political contributions. Updated certifications are required by January 1 of each subsequent fiscal year if the contract exceeds one year. All certifications apply to subcontractors as well, and false certification or failure to maintain compliance triggers contract voidance, suspension, debarment, denial of payment, civil fines, and criminal penalties.
The contract is contingent upon availability of funds appropriated by the Illinois General Assembly. The State retains termination rights for cause (including material breach or performance failures) and for convenience with 30 days' written notice. Payment terms follow the State Prompt Payment Act, with invoicing tied to contract completion unless alternative milestone arrangements are specified.
The vendor must maintain general commercial liability insurance of $1 million per occurrence and $2 million annual aggregate, along with required workers' compensation coverage. Security and compliance requirements include NIST 800-53 Revision 5 implementation, data center location restricted to the contiguous United States, and prohibition of artificial intelligence use without express written State authorization. Record retention spans three years post-contract completion (five years if federal funds are used). Prevailing wage requirements apply. Software warranties are 12 months or longer support periods, with service-deficiency remediation due within 20 business days.
