About this opportunity

The City of Santa Monica is requesting proposals for Earthquake Facility Exposure Analysis (SP2789), with proposals due September 2, 2026 at 5:00 p.m. PST via the City's OpenGov e-Procurement Portal. Questions are due August 19, 2026. The City is procuring ASCE 41-13 seismic evaluations under California prevailing wage requirements and the City's Living Wage Ordinance, which mandates a minimum of $25.00 per hour for contracts exceeding $54,200.

The base scope includes Tier 2 seismic assessments of four municipal facilities: Memorial Park Gymnasium Building and PAL Center (1401 Olympic Boulevard), Reed Park Tennis Office Building (1133 7th Street), and Bank of America Building (1301 4th Street). Two facilities are add-alternate items for Tier 1 seismic evaluations: Woodlawn Cemetery Mausoleum (1847 14th Street) and Ken Edwards Center (1527 4th Street). The consultant must complete all analysis and reporting within six months of the Notice to Proceed, with an anticipated award recommendation to City Council by December 8, 2026.

Evaluation is weighted across 100 points: Experience (25), Stability and References (20), Project Team Qualifications (20), Cost (20), Work Plans and Timelines (10), and Value-Added Services (5). The award will be made to the best-qualified proposer rather than necessarily the lowest-cost bidder. The pricing proposal includes a base bid with four Tier 2 seismic evaluations and a $15,000 owner-controlled allowance, plus an alternate bid with two Tier 1 seismic evaluations.

Proposers must maintain Commercial General Liability ($1 million per occurrence), Automobile Liability ($1 million per accident), Workers' Compensation (statutory limits), Professional Liability ($1 million per occurrence / $2 million annual aggregate), and must name the City as an additional insured. All work product becomes exclusive property of the City. Site visits must be coordinated with the Architecture Services Division a minimum of 72 hours in advance; no pre-proposal job walk is scheduled. The contract contact is Tania Sew Hoy at tania.sewhoy@santamonica.gov or (310) 458-2201.
