About this opportunity

The Ohio Department of Natural Resources, Division of Wildlife, District 5, is soliciting bids for stream crossing cleanup and repair work at Eagle Creek Wildlife Area in Ripley, Brown County, Ohio, under the H2Ohio Rivers Funded Stream Restoration Project, with proposals due September 3, 2026.

The scope encompasses removal and replacement of a failed concrete culvert stream crossing, removal of an abandoned mobile home, cleanup of discarded tires at a known dumpsite, and all associated site remediation. Work must comply with USDA Natural Resources Conservation Service specifications and best management practices. Construction must be completed by January 1, 2027. Heavy construction is scheduled during public closure periods (November 16–20 and November 23–27, 2026) to minimize disturbance during hunting season; work is prohibited during specified deer hunting seasons and muzzleloader season, with a mandatory 10:00 AM start time if work occurs during active hunting periods.

The detailed scope includes clearing, excavation, earthwork, concrete work, rock riprap installation, geotextile placement, pipe conduit installation, fish and wildlife enhancements, fencing, and vegetation establishment. Contractors must locate all utilities prior to excavation via 811, implement erosion and pollution control measures, conduct in-stream work during low-flow periods, and manage fuel and oil storage away from water resources. Material disposal must follow Ohio Revised Code requirements, with receipts required for recyclables, landfill materials, and hazardous waste.

All work must be coordinated with Randy Morgan, Assistant Wildlife Management Supervisor, at Indian Creek Wildlife Area (513-875-2111 or Randy.Morgan@dnr.ohio.gov). Contractors must maintain Commercial General Liability insurance ($2,000,000 per occurrence), Commercial Automobile Liability ($1,000,000 combined single limit), Workers' Compensation, Employer's Liability ($1,000,000), and Cyber Liability ($2,000,000), with ODNR named as additional insured. Prevailing wage requirements under Ohio Revised Code Chapter 4115 apply. Procurement preferences favor Minority Business Enterprises (MBE) and Encouraging Diversity, Growth and Equity (EDGE) vendors. Services are contracted on a not-to-exceed basis with payment computed according to the cost schedule in the Scope of Work, invoiced at ODNR's determined frequency. The contract is contingent upon Ohio General Assembly appropriation and terminable by ODNR at any time.
