About this file
This is a Scope of Work document for the Ohio Department of Natural Resources (ODNR), Division of Wildlife, District 5, outlining a H2Ohio Rivers Funded Stream Restoration Project at Eagle Creek Wildlife Area in Ripley, Brown County, Ohio. The project encompasses removal and replacement of a failed concrete culvert stream crossing, removal of an abandoned mobile home, and cleanup of discarded tires at a known dumpsite. All work must comply with USDA Natural Resources Conservation Service (NRCS) specifications and best management practices to restore natural hydrologic flow, enhance aquatic organism passage, and improve overall habitat quality. Construction must be completed by January 1, 2027, with heavy construction scheduled during public closure periods (November 16-20 and November 23-27, 2026) to minimize disturbance during hunting season. Work is prohibited during specified deer hunting seasons and muzzleloader season, with a mandatory 10:00 AM start time if work occurs during active hunting periods. All work scheduling, delays, and extensions must be coordinated with Randy Morgan, Assistant Wildlife Management Supervisor, at Indian Creek Wildlife Area.
The project includes detailed construction specifications for obstruction removal, stream crossing installation, and site remediation. Contractors must locate all utilities prior to excavation by contacting 811 or the state utility locator service and are responsible for implementing erosion and pollution control measures, including minimizing disturbance to vegetation, managing fuel and oil storage away from water resources, and conducting in-stream work during low-flow periods. Specifications address clearing, excavation, earthwork, concrete work, rock riprap installation, geotextile placement, pipe conduit installation, fish and wildlife enhancements, fencing, and vegetation establishment. Disposal of materials must follow Ohio Revised Code requirements, with receipts required for recyclables, landfill materials, and hazardous waste. The project contact is Randy Morgan at 513-875-2111 or Randy.Morgan@dnr.ohio.gov, with the ordering division located at ODNR Division of Wildlife, District 5, 1076 Old Springfield Pike, Xenia, Ohio 45385.

Work includes the removal and replacement of a failed stream crossing, the removal of an abandoned mobile home, and cleanup of discarded tires at a known dumpsite. All activities will support improved stream stability, aquatic organism passage, and overall habitat quality.
Services Required:
1. Removal and disposal of the existing failed concrete culvert stream crossing, including all associated debris and materials, following USDA Natural Resources Conservation Service (NRCS) specifications and best management practices.
2. Installation of a sustainable low-water stream crossing designed to improve hydrologic function, maintain aquatic organism passage, and enhance long-term site stability, constructed according to USDA NRCS specifications.
3. Removal and proper disposal of the abandoned mobile home located within the Eagle Creek Wildlife Area, including all associated refuse and materials necessary to restore the site to a natural condition.
4. Removal and disposal of tires located at the Eagle Creek dumpsite.

Eagle Creek Wildlife Area will be closed to the public November 16–20 and November 23–27, 2026; heavy construction should be scheduled during these periods to reduce disturbance during peak hunting season. Should work be done while hunting seasons occurs a start time 10:00 am is required.
No work may occur during the following deer gun dates:
· Youth Gun: November 21–22, 2026

Construction Specifications for Crossing Removal:
Obstruction Removal (Code 500)
1. Scope Provide all labor, materials, assemblies, and equipment necessary for removal and disposal of the existing concrete culvert crossing, vegetation, debris, and other materials as shown on the construction drawings and described in this specification.
2. Construction Operations All work must be conducted safely and in compliance with applicable health and safety regulations. Construction must be sequenced to minimize erosion, air pollution, and water pollution. Disturbance of land must be limited to what is necessary to complete the work.
3. Buried Utilities The contractor is responsible for determining the presence of buried or overhead utilities. Call 811 or use the state utility locator service prior to excavation. Utilities must be protected and safety procedures followed.
ODNR–Wildlife makes no representation regarding the presence or absence of utilities. Construction drawings showing no utilities do not guarantee their absence.
4. Pollution and Erosion Control Construction must minimize erosion and pollution. Fuel and oil storage must occur away from water resources. Spills must be cleaned promptly and in compliance with permits. If a Stormwater Pollution Prevention Plan is required, applicable BMPs must be followed. Otherwise:
• Operate and maintain equipment to prevent fuel or fluid leakage into the stream.
• Perform in-stream work during low-flow periods.
• Limit clearing within the stream channel to what is necessary to complete the work.
5. Clearing Remove trees, stumps, brush, and vegetation from designated areas. Grub root systems larger than one inch diameter to a depth of 24 inches. Avoid damage to vegetation not marked for removal. Remove rock piles, abandoned structures, trash, and similar obstructions. Protect improvements and vegetation not designated for removal.
6. Earthwork Grade to lines and elevations shown on the drawings, accounting for 10 percent settlement of fill areas. Fill must consist of acceptable material placed in layers not exceeding six inches and compacted as specified. Salvage topsoil to at least six inches depth and stockpile for later use.
7. Salvage Carefully remove and stockpile designated structures, pipes, fencing, and similar materials.
8. Disposal Combustible materials may be burned, buried, piled, or disposed offsite per NRCS or SWCD approval. Noncombustible materials must not be burned. Materials such as rubber, plastic, and metal may only be buried at approved sites. Hazardous materials must not be burned or buried; dispose of per state and local requirements.
All burning must follow Ohio Open Burning regulations.
Provide NRCS receipts for disposal of recyclables, landfill materials, or hazardous material.
9. Vegetation Establish vegetation or mulch on disturbed areas. Minimize disturbance outside work areas during planting. Follow Conservation Practice Standard (CPS) 342 unless otherwise specified.
10. Final Inspection and Acceptance NRCS may inspect work periodically. Final inspection will confirm compliance with line, grade, cleanliness, and workmanship standards. All deficiencies must be corrected prior to acceptance.
Construction Specifications for Crossing Replacement:
Stream Crossing (Code 578)
1. Scope Provide clearing, excavation, earthfill, materials, and labor for construction of the stream crossing and appurtenances as shown on the drawings.
2. Construction Operations Conduct work safely and in compliance with all health and safety regulations.
3. Buried Utilities Contractor must locate all utilities by calling 811 or contacting the state utility locator service. Follow all safety procedures and protect utilities.
ODNR–Wildlife makes no representation regarding the presence or absence of utilities.
4. Pollution and Erosion Control Minimize erosion and pollution during construction. Store fuel and oil away from water resources. Clean spills promptly. Use BMPs from the Stormwater Pollution Prevention Plan if required. Otherwise:
• Maintain equipment to prevent fluid leaks.
• Perform in-stream work during low-flow conditions.
• Minimize clearance within the channel.
5. Clearing Clear areas as shown or marked. Remove trees, brush, stumps, roots larger than one inch, boulders, and debris. Strip sod and topsoil, stockpiling clean topsoil for later use.
6. Excavation Complete excavation to lines and elevations shown on drawings. Use excavated materials as fill where possible and approved.
7. Subgrade Preparation and Earthfill Scarify subgrades to two-inch depth before earthfill placement. Follow OH-23 earthfill specifications. Use Class C compaction unless otherwise stated.
