The City of Cocoa, Florida (Brevard County) is requesting sealed bids for remodeling and renovations at the Dyal Water Treatment Plant Operations Building, located at 28400 S.R. 520, Christmas, Florida, with bids due August 4, 2026, and a mandatory pre-bid conference and site walk-through on July 14, 2026. A 5% local preference applies to Brevard County contractors with a physical business address in the county and a local business tax receipt issued at least six months prior to bid submission.

The scope encompasses demolition, renovation, and refurbishment of the Instrument Repair Office, Breakroom, and Electrical Workshop on the first floor, including new flooring, lighting, ceiling tiles, painting, HVAC alterations, electrical and lighting circuit modifications, and kitchen cabinetry and appliance replacement. A five percent bid security bond is required at time of submission. Performance and payment bonds equal to 100 percent of the contract amount are due within 15 calendar days of award. The successful bidder must commence work within 30 days of receiving notice to proceed, achieve substantial completion within 150 calendar days, and final completion within 30 days after punch list delivery. Liquidated damages ranging from $956 to $2,712 per calendar day apply for failure to meet completion deadlines, depending on contract value. Work must comply with Orange County, Florida codes and ordinances; all contractors are responsible for obtaining required permits. Questions are due July 21, 2026, at 5:00 p.m. EST. Attendance at the mandatory pre-bid conference is required for bid consideration. Notice of intent to award and City Council approval are anticipated for August 2026.
