About this opportunity
The Washington State Department of Enterprise Services is requesting qualifications for an Architectural and Engineering (A/E) team to design and provide construction administration for the replacement of the Spokane Veterans Home, a new approximately 140,800 gross square foot, 120-bed skilled nursing facility, with Statements of Qualifications due July 30, 2026 at 2:00 PM PT and an informational meeting and remote site tour on July 22, 2026 at 10:00 AM PT.
The selected consultant must demonstrate understanding of applicable federal grant requirements and compliance with 38 CFR Part 59, the VA State Home Design Guide, and other federal guidance governing grant-funded State Veterans Home projects. The scope encompasses comprehensive architectural, engineering, and associated professional services from project initiation through construction completion, including programming validation, schematic design, design development, construction documents, permitting support, bidding support, construction administration, and project closeout. The facility will incorporate the Federal U.S. Department of Veterans Affairs Small House Model, private resident rooms, dedicated memory care neighborhoods, resident dining areas, household kitchens, activity and therapy spaces, a chapel, administrative offices, and comprehensive site development including resident courtyards, therapeutic gardens, and walking paths on a 23.7-acre parcel in northwest Spokane. The project will achieve a minimum LEED Silver certification and utilize the General Contractor/Construction Manager project delivery method.
The preliminary construction cost is approximately $150 million, with design funding appropriated under the 2026 Supplemental Capital Budget and construction funding anticipated in a future biennium through the U.S. Department of Veterans Affairs State Home Construction Grant Program. Fees will be negotiated using OFM Guidelines for Determining Architect/Engineer Fees for Public Works Building Projects. The Agreement is anticipated to be executed in early September 2026.
The selection process is two-phase: Phase 1 SOQ Evaluation (qualifications of key personnel, relevant experience, past performance, life cycle cost analysis experience, sustainable design experience, and VA grant experience) and Phase 2 Oral Interviews (organization and management plan, project management, project approach, and relevant past projects). Short-listed firms will be selected by the week of August 3, 2026, with interviews scheduled for the week of August 17, 2026. Statements of Qualifications must not exceed 25 single-sided pages. The successful firm must comply with diverse business inclusion aspirational goals of 10% Minority-Owned Business, 6% Women-Owned Business, 5% Veteran-Owned Business, and 5% Washington Small Businesses, and register with the DES Diversity Compliance program.
