NOTICE TO CONSULTANTS
REQUEST FOR QUALIFICATIONS
Submittal Due Date: July 30, 2026 prior to 2:00 PM PT
Design and Construction Administration Services Required for Project No. 2024-279: SVH Skilled Nursing Facility Replacement for Washington Department of Veterans Affairs, in Spokane, WA.
For Complete Information, including updates/addenda/amendments visit our DES public procurement portal Euna Procurement at: https://deswa.bonfirehub.com.
Description of Facility
The Washington State Veterans Home (SVH) in Spokane was constructed in the 1970s and no longer meets modern standards for skilled nursing care. The existing facility consists primarily of double-occupancy resident rooms, limited infection control capabilities, inadequate outdoor space, and no dedicated memory care unit. These deficiencies were highlighted during the COVID-19 pandemic and have prompted Washington Department of Veterans Affairs to replace the facility with a modern small-house model skilled nursing campus.
Scope of Work
This Request for Qualifications (RFQ) is issued by the Washington State Department of Enterprise Services (DES), on behalf of the Washington State Department of Veterans Affairs (DVA), to select a qualified Architectural and Engineering (A/E) team to provide comprehensive professional design services for the replacement of the Spokane Veterans Home.
The selected consultant will provide complete architectural, engineering, and associated professional services from project initiation through completion of construction, including programming validation, schematic design, design development, construction documents, permitting support, bidding support as required, construction administration, and project closeout. Services shall also include coordination with the Owner, stakeholders, permitting agencies, and the separately procured General Contractor/Construction Manager (GC/CM) throughout the design and construction phases.
The project consists of the replacement of the existing Spokane Veterans Home with a new approximately 140,800 gross square foot, 120-bed skilled nursing facility located within the City of Spokane. The existing facility no longer adequately supports the operational, healthcare, infection control, accessibility, privacy, or long-term care needs of the State's veteran population. The replacement facility will provide a modern, safe, and supportive long-term care environment designed in accordance with applicable federal and state healthcare standards while supporting the Washington Department of Veterans Affairs' mission of providing dignified, resident-centered care for veterans and eligible family members.
The facility will be designed using the Federal U.S. Department of Veterans Affairs Small House Model and is anticipated to include approximately 120 skilled nursing beds organized into resident neighborhoods consisting primarily of private resident rooms with individual accessible toilet and bathing facilities. The project will also include dedicated memory care neighborhoods, resident dining areas, household kitchens, activity and therapy spaces, resident support areas, family gathering spaces, chapel, administrative offices, staff support functions, pharmacy, food service, laundry, maintenance areas, warehouse, central utility plant, loading and service areas, and all supporting building infrastructure necessary for operation of a modern skilled nursing campus.
The project also includes comprehensive site development associated with the new campus. Site improvements are anticipated to include resident courtyards, therapeutic gardens, walking paths, parking, pedestrian circulation, service access, emergency vehicle access, utility infrastructure, stormwater management, exterior lighting, landscaping, irrigation, security systems, and associated civil improvements. Off-site utility and roadway improvements may also be required based upon final site development and jurisdictional requirements.
Site planning and design will require coordination with neighboring public agencies and facilities including the City of Spokane Parks and Recreation Department regarding the adjacent Dwight Merkel Sports Complex and associated recreational facilities, and Spokane Public Schools regarding adjoining school-owned property and potential impacts related to access, traffic, pedestrian circulation, utilities, stormwater, emergency response, construction activities, security, and continued public use of surrounding facilities.
Due to the site’s proximity to adjacent wooded and vegetated areas, the design team shall evaluate wildfire risk and develop effective site and building protection measures. These measures may include defensible space planning, vegetation and combustible material management, fire-resistant landscaping and irrigation, selection of ignition-resistant exterior materials, protection of roofs, opening, and exterior building components from windborne embers, adequate emergency vehicle access, fire department vehicle access and circulation, reliable fire-water supply and hydrant coverage, and coordination with the local fire authority to determine applicable wildland-urban interface requirements and develop appropriate emergency-response provisions.
The preliminary Construction Cost for the project is approximately $150,000,000. Design funding has been appropriated under the 2026 Supplemental Capital Budget. Construction funding is anticipated in a future biennium and is expected to leverage funding through the U.S. Department of Veterans Affairs State Home Construction Grant Program. Accordingly, the selected consultant shall demonstrate an understanding of applicable federal grant requirements and shall prepare all documentation necessary to support state and federal funding approvals throughout design and construction. Design services shall be performed in accordance with applicable requirements of the VA State Home Construction Grant Program, including compliance with 38 CFR Part 59, the VA State Home Design Guide, and other applicable federal guidance governing grant-funded State Veterans Home projects. The consultant shall coordinate closely with the Department of Enterprise Services, the Washington Department of Veterans Affairs, and the U.S. Department of Veterans Affairs to facilitate timely reviews, approvals, and grant compliance throughout the project.
The selected consultant shall validate the approved pre-design, verify the functional program, evaluate the project budget, and confirm the overall project scope at project initiation. Throughout design, the consultant shall develop complete and coordinated construction documents that satisfy Owner requirements, applicable federal and state regulations, healthcare licensing requirements, Washington State Building Code, applicable accessibility standards, and all Authorities Having Jurisdiction.
The project is anticipated to utilize the General Contractor/Construction Manager (GC/CM) project delivery method pursuant to Chapter 39.10 RCW. The selected consultant will be expected to actively participate in a collaborative design process with the Owner and the separately selected GC/CM throughout preconstruction. Services shall include participation in design workshops, interdisciplinary coordination meetings, constructability reviews, value analysis, cost estimating reconciliation, schedule development, packaging strategies, long-lead equipment coordination, and incorporation of contractor recommendations into the design while maintaining design intent and compliance with Owner requirements.
Because this project involves a highly integrated healthcare environment, the consultant shall provide comprehensive multidisciplinary coordination among architectural, structural, civil, mechanical, electrical, plumbing, fire protection, technology, telecommunications, electronic security, commissioning, landscape architecture, medical planning, and other specialty disciplines necessary to deliver a complete and fully coordinated design. Emphasis shall be placed upon integration of sophisticated building systems supporting skilled nursing operations, infection prevention and control, operational resident safety, resiliency, energy efficiency, and long-term maintainability.
The selected consultant shall prepare all studies, analyses, and technical documentation necessary to support the project, including but not limited to life-cycle cost analysis, sustainable design documentation, energy analysis, constructability review and coordination, code analysis, permitting support, commissioning coordination, and cost estimating at each major design milestone. Design documents shall be developed using Building Information Modeling (BIM) and shall provide an appropriate level of coordination to support efficient construction, clash avoidance, and accurate quantity takeoffs.
Construction administration services are anticipated to include review of submittals and shop drawings, responses to Requests for Information (RFIs), participation in progress meetings, evaluation of substitution requests, field observations, review of applications for payment, preparation of supplemental instructions, review of change proposals, substantial completion inspections, punch list development, final completion activities, and project closeout documentation. The consultant shall remain actively engaged throughout construction to assist the Owner in maintaining scope, budget, schedule, quality, and compliance with applicable state and federal funding requirements.
The Owner expects the successful consultant to function as an integrated member of the project team and to demonstrate exceptional capabilities in healthcare facility planning, multidisciplinary coordination, stakeholder engagement, cost management, schedule management, quality control, and collaborative project delivery. Experience with large, complex healthcare facilities, skilled nursing facilities, memory care environments, Federal VA State Home Construction Grant projects, and GC/CM delivery methods will be considered highly desirable.

Evaluation and Scoring Considerations
In evaluating each of the criteria, the Selection Committee will identify significant and minor strengths and weaknesses from the submissions. The Selection Committee will then use the following guidelines to evaluate the submissions for each Selection Criterion, based on the weighting assigned in the RFQ and any addenda. After initial scoring, the selection team will come to a consensus ranking of the Firms.
1. Definition of “strength” and “weakness”:
a. The term “strength” ultimately represents a benefit to the Project and is expected to increase the Firm’s ability to meet or exceed the Project Goals. A minor strength has a slight positive influence, and a significant strength has a considerable positive influence on the Firm’s ability to exceed the Project Goals.
b. The term “weakness” detracts from the Firm’s ability to meet the Project Goals and may result in inefficient or ineffective performance. A minor weakness has a slight negative influence, and a significant weakness has a considerable negative influence on the Firm’s ability to exceed the Project Goals.
2. Scoring:
a. Excellent (81-100 percent of points available): The Evaluative Criteria demonstrates an approach that is considered to exceed the Project Goals and the RFQ requirements and provide a consistently outstanding level of quality. To be considered Excellent, it must be determined to have significant strengths and/or a number of minor strengths and few or no appreciable weaknesses.
b. Good (61-80 percent of available points): The Evaluative Criteria demonstrates an approach that is considered to meet the RFQ in a beneficial way (providing advantages, benefits, or added value to the Project) and offers quality. To be considered Good, it must be determined to have strengths and few, if any, significant weaknesses. Minor weaknesses are offset by strengths.
c. Fair (41-60 percent of available points): The Evaluative Criteria demonstrates an approach that contains minor and/or significant weaknesses and limited appreciable strengths.
d. Deficient (0-40 percent of available points): The Evaluative Criteria demonstrates an approach that contains significant weaknesses and no appreciable strengths.
e. Non-Responsive: Does not meet the Minimum Qualifications required for evaluation. In addition, the Owner, at its sole discretion, may reject any Evaluative Criteria deemed non-responsive to any of the requirements.
