About this opportunity
The Ohio Army National Guard is soliciting bids for miscellaneous HVAC repairs at a DSCC RTI facility, with bids due July 24, 2026 and a mandatory site visit on July 16, 2026 at 0900 hours.
Bidders must submit quotes online through the designated questionnaire portal only; multiple documents per category are permitted. The site visit is mandatory for all prospective bidders. Questions should be posted on the online platform rather than submitted separately. Technical submission issues should be directed to Shared Services at 1-877-644-6771; project-specific inquiries go to Robert E. Sommers (robert.e.sommers.civ@army.mil) or Joshua G. Farrier (joshua.g.farrier.nfg@army.mil).
Compliance requirements include submission of an Accord Certificate or Certificate of Liability Insurance with endorsements and stop-gap coverage; a signed and verified Bidder's Certification Form; a completed Contractor/Subcontractor Affirmation and Disclosure Form; an Affirmative Action Program Verification Form; Secretary of State Charter/Registration Number; current BWC Certification; and applicable MBE, EDGE, VBE, or WBE certifications if held. Specialty trade certifications may be required based on scope. The State prohibits expenditure of public funds for services provided outside the United States or that allow state data to be processed, stored, or accessed remotely outside U.S. borders without a duly signed waiver. No purchases from or investments in Russian institutions or companies are permitted.
The scope includes environmental compliance obligations. Contractors must submit a detailed Environmental Work Plan within 30 calendar days of notice to proceed, approved by the Ohio Army National Guard Environmental Office before work begins. The plan must address erosion control, stormwater management, hazardous waste disposal, asbestos and lead abatement, spill prevention and response, and wetlands protection. Weekly waste inspection documentation is mandatory. All hazardous waste must flow through Defense Logistics Agency–approved treatment, storage, and disposal facilities with manifests requiring OHARNG Environmental Office approval. Contractors bear all environmental compliance costs. Vegetation clearing and tree removal are restricted to October 1 through March 31 unless approved by the U.S. Fish and Wildlife Service.
Standard state terms require commercial general liability insurance of $2 million per occurrence, automobile liability of $1 million, and workers' compensation at statutory limits. Payment terms are thirty days after proper invoice receipt. Data security compliance with NIST 800-53 moderate baseline controls and SOC 2 Type 2 audits for hosted solutions apply; security incidents must be reported within twenty-four hours.
