About this opportunity

The City of Savannah, Georgia's Solid Waste Department is requesting proposals for collection, transportation, processing, and recycling services for source-separated glass from designated drop-off collection locations, with proposals due September 15, 2026 (Event No. 12466). The City has established a 20 percent DBE participation goal with at least 10 percent to be met by a Local DBE, and the Hire Savannah Program applies because the contract exceeds $100,000.

Proposers must supply and maintain glass-only drop-off containers at multiple sites, monitor fill levels, collect materials at frequencies sufficient to prevent overflow, maintain site cleanliness, and provide emergency response within 24–48 hours if needed. Collected glass must be transported to approved and permitted recycling facilities with documentation verifying end markets including bottle manufacturing, fiberglass production, and construction aggregate. Monthly and annual reporting must include tonnage collected per location, contamination rates, processing destinations, and diversion metrics. Chain-of-custody records are required.

Contractor qualifications include at least five years of recycling collection experience, current Georgia and Southeastern region licensing and insurance, three minimum references for similar glass recycling projects, and demonstrated access to legitimate end markets. Insurance requirements are Commercial General Liability with $2 million general aggregate limits, Commercial Automobile Liability with $1 million minimum limits, and Workers Compensation with $500,000 employer's liability limits.

The selection committee will evaluate proposals on qualifications and experience (40 points), technical capabilities and data reporting (35 points), fees (10 points), references (5 points), and SBE/DBE participation (10 points). The City reserves the right to conduct interviews, request on-site demonstrations, and solicit best and final offers. Contractors must comply with employment eligibility verification under O.C.G.A. 13-10-91, submit SAVE Program affidavits confirming legal presence in the United States, and use good faith efforts to hire qualified workers residing in Savannah. Proposals must be submitted electronically through the City's supplier portal.
