About this opportunity
The Sewerage and Water Board of New Orleans (SWBNO) is soliciting proposals for detailed design and installation of wireless instrumentation systems across 25 drainage pump stations under Contract 5251, with proposals due September 1, 2026 at 11:30 a.m. local time. The project is structured as a single prime contract with 25 lump-sum line items, one per pump station.
The scope includes selection and installation of power meters on critical pump motors; channel level sensors on intake and discharge canals (new installations and upgrades); rain gauges at additional locations; pressure sensors on vacuum pump systems; and vibration, temperature, and machine-health monitoring equipment on critical pumping equipment. All new instrumentation and sensors must integrate into SWBNO's existing PLC/HMI/SCADA system to support real-time monitoring and reporting across the drainage pump station system and provide visibility to operations, engineering, and GSO personnel. The contractor must also install PLC equipment required to communicate new instrument signals to local operations and the SWBNO SCADA system.
Work is funded through an NDR (Neighborhood Development and Restoration) grant. The contract is subject to Louisiana Uniform Public Work Bid requirements and mandatory Disadvantaged Business Enterprise Program compliance. The contractor must submit a schedule of values within 20 days of the Owner-Contractor Agreement and a preliminary CPM network diagram within 14 days of Notice to Proceed, with the complete CPM schedule due within 30 days of contract award. All project management and documentation must use Procore or an approved alternate. Mobilization and demobilization costs are capped at a maximum of 5 percent applied to the first monthly payment after commencement of major construction. The contractor must comply with SWBNO's Drug-Free Work Place Policy, Safety Orientation procedures, and Electrical Safety Clearance requirements. Work must not impede active drainage operations without prior owner notification and approval; utilities interruptions require 72 hours' advance written notice.
Opportunity text
A. The Work of Project is defined by the Contract Documents and consists of the detailed design and installation of wireless instrumentation systems, their submittal to and approval by OWNER, and installation of instruments and sensors to supplement and enhance the real time monitoring and reporting system. Monitoring of critical equipment shall be integrated into the existing PLC/HMI/SCADA system maintained by the SWBNO in order to increase visibility across the Drainage Pump Station system. Work includes: 1. Selection and installation of various types of instrumentation at multiple pump stations including, but not limited to: a. Power meters for critical pump motors. b. Channel level sensors on both intake and discharge canals, including both new installations and upgrading of existing sensors. c. Rain gauges at additional locations for more visibility across the greater Drainage Pump Station System to enable the operations team more predictive capabilities. d. Pressure sensors monitoring the critical vacuum pump systems at each drainage station. e. Vibration, temperature and other various types of measurement for performance and machine-health monitoring of critical pumping equipment at the Drainage Pump Stations. 2. Installation of PLC equipment required to integrate and communicate the new instrument signals to both local operations, but also to engineering and GSO personnel via the S & WBNO SCADA system.
