About this opportunity
Palm Beach County is soliciting sealed bids on Drainage Improvements/Repairs and Minor Continuing Services (Project 2026056) with bids due September 8, 2026 at 2:00 PM, and a non-mandatory pre-bid meeting on August 20, 2026 at 2:00 PM. A 15 percent Small Business Enterprise (SBE) subcontracting participation goal applies; bidders must submit OSBD Schedules 1 and 2 identifying all subcontractors and SBE participation amounts, and only firms certified by Palm Beach County at the time of the bid due date are eligible to satisfy this goal.
The contract is structured as a continuing services work-order vehicle to be awarded to multiple contractors. Work encompasses emergency response services, roadway improvements (asphalt removal, excavation, embankment, and base course over approximately 80,000 square yards combined), drainage infrastructure (storm sewer cleaning and pumping, pipe installation and removal across multiple diameters up to 72 inches totaling 3,000 linear feet, inlet and manhole installations exceeding 400 units, and cured-in-place pipe lining for 13,500 linear feet), concrete work (curb and gutter for 30,000 linear feet, sidewalk and ramp surfaces for 37,000 square yards), landscaping (500 square yards seeding and 25,000 square yards sodding), and miscellaneous services throughout Palm Beach County on an as-needed basis.
The contract term is 18 months from Board approval with an option to extend to 36 months maximum. Work must commence within 14 calendar days of Notice to Proceed and within 5 working days of receiving each work order. Bidders must submit a 5 percent bid bond, certificate of resolution, proof of active Florida business license, FDOT pre-qualification letter or qualifications package, and proof of SBE certification status. A Qualifications and Experience Package documenting similar projects within the prior five years is required. Bidding is on a unit-price basis with no price escalation permitted across contract years. Incentive reimbursement is available for qualifying apprentice wages (up to $100,000) and Glades resident employee wages (up to $100,000). Questions may be submitted via email to ENG-RoadwayBids@PBC.GOV. Contract documents are available at https://pbcvssp.pbc.gov/vssprd/Advantage4 or in hard copy for $40 non-refundable fee.
