About this opportunity
Palm Beach County is requesting bids on drainage improvements, repairs, and minor continuing services on a work order basis under Project 2026056, with sealed bids due September 8, 2026 at 2:00 p.m. A mandatory minimum 20 percent Small Business Enterprise (SBE) participation goal applies; contractors unable to meet this requirement must submit a waiver request with the bid. A non-mandatory pre-bid meeting is scheduled for August 20, 2026 at 2:00 p.m. at the Engineering and Public Works Department, 2300 North Jog Road, West Palm Beach, Florida, with a Webex option available.
Work will be performed at various countywide locations to be determined via work orders issued as needed. The contract term is 18 months from Board approval, with an option to extend for up to 36 months total through mutual written agreement. No contract value ceiling is specified. The scope encompasses emergency response services (ranging from under six hours to up to 72 hours), roadway work (asphalt removal, excavation, base course installation, asphaltic concrete placement, traffic markings), drainage services (storm sewer cleaning and pumping, inlet and manhole adjustments, pipe culverts in concrete, HDPE, and PVC ranging from 15 to 48 inches, pipe liners from 15 to 54 inches, dewatering equipment), concrete work (miscellaneous placement, flowable fill, chemical grout repairs, curb and gutter, sidewalk construction, tactile surfaces, removal), landscaping (seeding, mulching, sodding up to 25,000 square yards), and miscellaneous items (temporary or permanent steel sheet piling, turbidity barriers, mailbox resets). Payment is based on field-measured quantities with no retainage withheld.
Bidders must submit a Qualifications and Experience Form documenting two similar projects completed within the last five years, resumes of key staff at superintendent level or above, equipment availability documentation, and a signed certification statement. Contractors must maintain equipment within Palm Beach County, commence work within five working days of receiving notice, and complete work within 30 calendar days or as specified in the work order. Liquidated damages apply for non-compliance. The contract incorporates FDOT Standard Specifications for Road and Bridge Construction (FY 2024-25) and requires E-Verify compliance and Digital Accessibility Compliance (WCAG 2.1 Level AA). Contractors must pay subcontractors within ten days of County payment. The contract includes incentives for apprentice wages (20 percent reimbursement up to $100,000) and hiring new Glades-area residents (30 percent wage reimbursement up to $100,000). Requests for information are due at least five working days prior to bid opening.
