About this opportunity
The City of Houston is requesting bids on construction services for the E.P. Hill Park Detention Basin Project (WBS No. M-420HUD-013A-4), with electronic bids due September 17, 2026 at 10:30 a.m. via CivCast and a pre-bid meeting scheduled prior to the deadline. The City has established MWSBE (Minority, Women, and Small Business Enterprise) participation goals; bidders unable to meet stated goals must submit Good Faith Efforts documentation and a Goal Deviation Request. Local-business preference applies where cost thresholds are met.
The scope encompasses drainage improvements including storm sewer system construction, detention facilities, sidewalks, parking lot improvements, a post-tension concrete basketball court, playground equipment, tree preservation, landscape plantings, pedestrian lighting, irrigation systems, and park facilities and amenities. Work also includes storm sewer installation and asphalt pavement replacement along Gloryland Drive. The 94 base unit price line items cover demolition and excavation, concrete work, utilities, storm water pollution prevention, electrical and signage, traffic control, and landscaping. The project manual references Harris County Engineering Specifications, Harris County Flood Control District specifications, and Texas Department of Transportation specifications, indicating multi-jurisdictional compliance requirements. Substantial completion is required within 170 days after commencement.
The bid security requirement is 10 percent of the Total Bid Price, submitted as a certified check, cashier's check, or bid bond. Three cash allowances totaling $16,000 are included for permits and reviews (TAPS & Meters Permit, NPDES Permit, and BCE Review and Structural Permits). The City will award the contract to the lowest responsible bidder. Post-bid procedures require submission of performance bonds, payment bonds, maintenance bonds, insurance certificates, ownership information forms, and MWSBE-related documentation upon award. Compliance with the City of Houston Pay or Play Program, prevailing wage requirements, and buy American provisions is mandatory.
