About this file

This is a Project Manual for a construction contract issued by the City of Houston Public Works Department for the E.P. Hill Park Detention Basin project (WBS No. M-420HUD-013A-4). The project encompasses drainage improvements including storm sewer system construction, detention facilities, sidewalks, parking lot improvements, a post-tension concrete basketball court, playground equipment, tree preservation, landscape plantings, pedestrian lighting, irrigation systems, and park amenities, along with storm sewer installation and asphalt pavement replacement on Gloryland Drive. The bid documents include 94 base unit price line items covering demolition and excavation (14 items), concrete work (13 items), utilities (12 items), storm water pollution prevention (10 items), electrical and signage components (20 items), traffic control (1 item), and landscaping and miscellaneous items (24 items). Electronic bids are due at 10:30 a.m. on the bid date via CivCast, with a prebid meeting scheduled prior to the deadline. The contract requires substantial completion within 170 days after commencement of work. Bids will be opened on the bid date with results posted electronically, and the City will award the contract to the lowest responsible bidder, with preference given to local businesses meeting specified cost thresholds.

The bid security requirement is 10 percent of the Total Bid Price, submitted as a certified check, cashier's check, or bid bond. The project includes three cash allowances totaling $16,000 for permits and reviews (TAPS & Meters Permit, NPDES Permit, and BCE Review and Structural Permits). The City has established MWSBE (Minority, Women, and Small Business Enterprise) participation goals that bidders must address through submission of a Participation Plan (Document 00470), and bidders unable to meet goals must provide Good Faith Efforts documentation and a Goal Deviation Request. Bidders must comply with the City of Houston Pay or Play Program, prevailing wage requirements, buy American provisions, and various federal and state compliance certifications. The project manual references Harris County Engineering Specifications, Harris County Flood Control District specifications, and Texas Department of Transportation specifications, indicating multi-jurisdictional compliance requirements. A list of prequalified asbestos and lead abatement contractors is provided for any hazardous materials work. Post-bid procedures require submission of performance bonds, payment bonds, maintenance bonds, insurance certificates, ownership information forms, and MWSBE-related documentation upon bid award.
