About this opportunity
San Francisco Public Works is requesting qualifications for as-needed civil engineering services under an RFQ closing September 30, 2026 at 2:00 p.m. Pacific Time, with up to five separate master agreements available. A 20% Local Business Enterprise subconsulting participation requirement applies, satisfied only with San Francisco CMD-certified Small and Micro-LBEs; eligible LBE joint ventures receive rating bonuses of 5% to 10% depending on participation level.
The scope spans professional civil engineering and related technical support for roadway, curb ramp, sewer, streetscape, and landscape improvements, including design, surveying, traffic and transportation analysis, utility coordination, cost estimating, and construction-phase engineering support. Anticipated workload distribution is curb ramp assessment and design (30%), streetscape design (30%), surveying (10%), paving design (10%), landscaping design (5%), hydraulic work (5%), transportation studies (5%), and other services (5%). Work is issued via individual Contract Service Orders throughout the contract term; CSOs exceeding $1.17 million require pre-approval from the Director of Public Works. Contractors must perform a minimum of 25% of services in-house and respond to work-availability inquiries within four hours.
Each master agreement has a five-year term (1,825 calendar days) with a not-to-exceed value of $4.5 million. Compensation is based on agreed unit prices or lump-sum fees developed from a Calculation of Charges schedule. Prevailing wage requirements apply to all craft and trade positions under California Department of Industrial Relations jurisdiction; consultants with applicable billing classifications must be registered with DIR at the time of award. Contractors must maintain commercial general liability ($1 million per occurrence), professional liability ($1 million per claim), and commercial automobile liability ($1 million).
Minimum qualifications require the prime consultant or lead joint venture partner to demonstrate ten years of business experience in civil engineering services and completion of at least three relevant civil engineering projects within the last ten years, including two involving ADA-compliant grading design and one demonstrating survey direction and topographic expertise. Lead engineers must hold a baccalaureate degree in engineering, current California PE registration, and experience with pedestrian-accessible design projects. All project managers, lead engineers, and designers must have five years of relevant professional experience and proficiency in Autodesk AutoCAD Civil 3D, supported by training certificates no more than three years old.
Current master agreement holders are Arup/Sage JV, Kennedy/Jenks Consultants/AGS JV, Telamon Engineering Consultants, Inc., and Woodard & Curran/Urban Design JV. Written proposals are scored to a maximum of 1,000 points; optional oral interviews add up to 100 points. Responsive proposals scoring a minimum of 600 points (60%) advance to evaluation. Questions are due September 14, 2026 at 4:00 p.m.; no pre-proposal conference will be held. Proposals are submitted electronically through the SF City Partner Website.
