About this opportunity
The San Francisco Department of Public Health is requesting bids on non-emergency wheelchair-accessible transportation (NEWAT) services for patients and residents at Zuckerberg San Francisco General Hospital, Laguna Honda Hospital, and DPH-operated or contracted clinics, with bids due September 24, 2026 at 2:00 PM PT and a pre-bid conference on September 11, 2026 at 1:00 PM PT via Microsoft Teams.
The City anticipates awarding contracts to the three lowest responsive bidders. Local Business Enterprise (LBE) bid discounts apply: San Francisco Micro and Small LBEs receive a 10 percent discount, and SBA LBEs receive a 5 percent discount on contracts valued between $400,000 and $10,000,000. Bidders must comply with San Francisco prevailing wage requirements, the Health Care Accountability Ordinance, the Minimum Compensation Ordinance, and the First Source Hiring Program, which is mandatory for all City contracts exceeding $50,000 and requires good-faith efforts to hire economically disadvantaged San Francisco residents for new entry-level positions. Non-compliance with First Source Hiring incurs liquidated damages of up to $5,000 per improperly withheld position.
Services must originate from or terminate at one of the three specified facilities. The bid sheet requires pricing for five line items: 3,720 one-way trips within City and County borders, 5,784 roundtrip trips within City and County borders, 19,416 miles for surcharges outside City and County borders, 84 trips requiring stair assistance, and 84 hours for transportation outside standard operating hours (6:00 AM to 10:00 PM, seven days per week). Bidders must submit unit prices and extended prices on all five lines to be considered responsive; lowest total extended price across all lines wins evaluation.
The anticipated contract term is five years with options to extend for five additional one-year periods. This is an indefinite-quantity, as-needed contract with no guaranteed minimum purchases. Minimum qualifications include valid California Commercial Driver's License with passenger endorsement, three years of wheelchair vehicle driving experience, medical examination, and first aid certification. Contractors must maintain commercial general liability insurance of $1,000,000, commercial automobile liability insurance of $1,000,000, workers' compensation insurance, and cyber and privacy liability insurance of $1,000,000. Written questions are due September 15, 2026 at 5:00 PM PT. Bid opening and Notice of Intent to Award are scheduled for September 28, 2026; protests must be filed within three business days of the notice.
