About this opportunity
Houtzdale Borough in Clearfield County, Pennsylvania, is seeking sealed bids for a Downtown Revitalization Project to be submitted through PennBid by September 4, 2025, at 10:00 A.M. EST. The project encompasses comprehensive infrastructure improvements, specifically the installation of 1,260 square yards of 4-inch depth concrete sidewalk, concrete curb, 13 ADA-compliant curb ramps with detectable warning surfaces, roadway restoration, and repositioning of post-mounted signs. The procurement is partially financed by Multimodal Transportation funds from the Pennsylvania Department of Transportation and supplemented by local borough funds. Bidders must comply with state anti-bid-rigging regulations and submit a non-collusion affidavit. Comprehensive project documentation, including bid sets, project manuals, and addenda, are available at no cost on the PennBid platform, with all questions to be submitted through the platform's "Clarifications" tab.
The contract requires bidders to provide a performance bond and payment bond, each equal to 100% of the total contract amount, executed by a surety listed in circular 570. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the project mandates compliance with prevailing wage requirements as outlined in the contract documents. Bidders must demonstrate capabilities in municipal infrastructure construction, with particular expertise in sidewalk, curb, and ADA accessibility improvements. Though the exact budget range is not specified in the provided documents, the comprehensive nature of the project suggests a significant municipal infrastructure investment. Interested contractors must submit comprehensive bid packages that include detailed documentation of qualifications, technical capabilities, and compliance with all specified project requirements and municipal regulations.
