About this opportunity
The City of Ogdensburg is requesting proposals from qualified professional engineering firms to provide final design, permitting, bidding assistance, State Environmental Quality Review Act (SEQR) services, and full-time construction oversight for the Downtown Mall Green Infrastructure Improvements Project at 212 Ford Street, with proposals due October 22, 2026. The project is subject to New York State Minority- and Women-Owned Business Enterprise (MWBE) participation requirements (15% MBE, 15% WBE) and a Service-Disabled Veteran-Owned Business (SDVOB) participation goal of 6%.
The scope encompasses design and permitting for green infrastructure improvements—bioretention systems, downspout disconnection, permeable pavement, and stormwater street trees—across a 13.5-acre downtown parking lot with approximately 13 acres of impervious surface. The design must maintain approximately 242 parking spaces including handicap-accessible spaces and electric vehicle charging stations. The selected firm must hold a New York State Certificate of Authorization and demonstrate experience with green infrastructure design, state grant-funded projects (EFC or NYSDEC), SEQR documentation, and full-time resident engineering inspection on comparable public infrastructure projects. Insurance requirements include Commercial General Liability of $1 million per occurrence / $2 million aggregate, Professional Liability of $1 million per claim / $2 million aggregate, and Automobile Liability of $1 million combined single limit.
The project feasibility study estimates total construction costs at $3.275 million (2023 basis) and is funded entirely through the New York State Environmental Facilities Corporation Green Infrastructure Grant Program. Fee proposals should be itemized by service phase and may be structured as a not-to-exceed lump sum, hourly rate, or hybrid arrangement. A mandatory site visit is scheduled for August 17, 2026. Questions are due August 24, 2026. Contract award is anticipated by November 13, 2026, with Notice to Proceed on December 8, 2026, and first meeting with the City no later than January 7, 2027. The contract encompasses all phases from preliminary design through construction completion and closeout. All firms must comply with New York State Prevailing Wage Rates and submit non-collusive bidding, Iran Divestment Act, equal employment opportunity, and sexual harassment prevention certifications.
