About this opportunity
The Capital Metropolitan Transportation Authority (CapMetro) is requesting proposals for the Double Tracking & Plaza Saltillo Station Platforms project under RFP 815883, with proposals due September 3, 2026 at 3:00 p.m. CT and a pre-proposal conference and site visit on August 11, 2026.
The scope includes utility relocation infrastructure, double tracking, track work and special track work, wayside signalization and Positive Train Control (PTC) modification, station side platforms with canopies, communications infrastructure, road reconfiguration work, bike trail development, and utility works as defined in the project's 100% Design Plans, Specifications, and Estimate. The contract term is 619 calendar days for completion. Work is performed at Saltillo Station within Travis County and the City of Austin, Texas.
This is a fixed unit price contract with pricing required for twenty base line items plus two optional items (drone operation and Onion Street Paseo). All pricing must be fully burdened to include labor, materials, fuel, expenses, overhead, and profit. A proposal bond equal to 5% of the bid amount is required. CapMetro is tax-exempt; offerors must exclude sales taxes from pricing but complete a Texas Tax Code form documenting total material costs.
Offerors must submit proposals electronically via PlanetBids and include signed copies of the pricing schedule, representations and certifications, Buy America certification, and financial data. Federal domestic content requirements apply under Buy America; all manufactured products, iron, steel, and construction materials must be produced in the United States unless a statutory waiver has been granted. Prime contractors must perform no less than 30% of the work with their own organization; subcontractors expected to receive $25,000 or more must provide identical federal certifications.
Written questions and requests for approved equivalents are due August 18, 2026 at 3:00 p.m. CT, with responses provided August 25, 2026. Proposals will be opened publicly on September 3, 2026 at 3:30 p.m. CT via Microsoft Teams. Contract award will be made on a best-value basis evaluating technical proposal and evaluated pricing. Past performance will serve as one selection criterion. Sean Wighaman, Contracts Administrator, is the point of contact: (512) 369-6243 or Sean.Wighaman@capmetro.org.
