About this opportunity

The Louisiana Department of Transportation and Development, procuring through the State of Louisiana Office of State Procurement, is requesting bids on 13 compact track loaders under a buy-back contract model, with bids due November 17, 2026 at 10:00 a.m. CST. The procurement operates under a distinctive buy-back methodology: bidders quote an initial purchase price and a guaranteed repurchase price one year and one day from delivery, with award made to the lowest total cost as calculated through a formula incorporating depreciation, financing charges, and a blended interest rate of 9.94% (Federal Reserve Prime Rate of 6.75% as of July 1, 2026 plus annualized inflation).

All equipment must be new and current model, meeting DOTD Equipment Specification 815-000A, Revision 08/26/2026. Bidders must specify brand and model numbers. Pricing must include delivery F.O.B. destination and preventive maintenance for the ownership period (excluding daily checklist maintenance); vendors assume responsibility for all manufacturer-required maintenance at the District Yard. Bids must remain firm for a minimum of 30 days from submission and for the entire contractual period upon acceptance.

The contract runs for an initial 12 months and 1 day from equipment acceptance, with two optional 12-month renewal periods at the state's discretion, not to exceed 36 months total. Delivery is preferred by February 28, 2027, Monday through Thursday 7:00 a.m.–4:00 p.m. and Friday 7:00 a.m.–11:00 a.m., with 48-hour notice required. If equipment delivery fails, the vendor must provide equivalent loaner equipment at no cost. DOTD bears responsibility for non-warranty repairs and damage beyond normal wear and tear; repairs exceeding 48 hours allow DOTD to exercise the buy-back option. The vendor has 30 days after equipment return to issue a condition report for damages claimed beyond normal wear and tear. Payment is made within 30 days of properly executed invoice or delivery, whichever is later.

Bids of $25,000 or more require certification of no federal suspension or debarment. Vendors must be registered in the LaGov system and, if newly registered, submit a W-9 form. Corporations and limited liability companies must be registered and in good standing with the Louisiana Secretary of State. Submissions are electronic through the LaGov Vendor Portal. Contact: Buyer Thomas Nolan, 225-342-8057 or tommy.nolan@la.gov.
