About this opportunity
The Illinois Department of Natural Resources (IDNR) is seeking vendors to operate the concession at Weldon Springs State Park, which includes running a restaurant, bait shop, and boat rental service. The selected vendor will be authorized to sell food, beverages, souvenirs, bait, hunting/fishing licenses, and rent boats, canoes, kayaks, and other equipment. The concession must be open from April 1 through Columbus Day weekend, with optional expanded hours and days. Vendors must submit bids by March 29, 2024, attend a mandatory pre-bid conference, and meet all responsiveness and responsibility requirements. The initial contract term is from signature of the Governor to December 31, 2028, with four additional 5-year renewal options available. Pricing will be based on a percentage of gross receipts, with IDNR setting minimum reserve payment percentages for each year of the contract.
There are no small business, minority-owned, women-owned, or veteran-owned business set-aside requirements for this solicitation. IDNR will provide a list of equipment available for the vendor's use, and is responsible for major maintenance of the concession building and grounds, while the vendor is responsible for daily cleaning, minor maintenance, and providing all necessary supplies and labor. The current incumbent's performance and plans for a new contract term are not specified, and the total award value or budget range is not included in the provided documentation.
