About this opportunity

The Minnesota Department of Natural Resources is requesting proposals for Special Inspections and Testing services for the Waterville Fish Hatchery project, with proposals due September 10, 2026 at 2:00 p.m. CDT. Certified Targeted Group, Economically Disadvantaged, and Veteran-Owned businesses receive a 12 percent preference in scoring; the RFP also encourages self-identification for Minnesota's Small Business Procurement Program based on minority ownership, women ownership, disability status, veteran status, or economically disadvantaged-county location.

The scope covers comprehensive inspection, testing, documentation, and reporting across structural, civil, mechanical, electrical, and related systems to verify compliance with applicable codes, project specifications, and regulatory requirements. Deliverables include concrete testing and inspection, anchorage to concrete, concrete placing and curing, structural steel, metal decking, metal fabrications, glue-laminated wood decking, FRP fabrications, firestopping, and excavation and fill work. All services must be performed within United States borders; foreign outsourcing is prohibited.

The anticipated contract term is September 2026 through September 2028, with options to extend up to two additional years in State-determined increments. Pricing shall be submitted as itemized, per-unit or per-hour cost for each line item on the Special Inspections Schedule, totaling a lump sum. For contracts exceeding $100,000, responders must obtain a Workforce Certificate from the Minnesota Department of Human Rights; those exceeding $500,000 must also obtain an Equal Pay Certificate or demonstrate fewer than 40 employees on a single day during the prior 12 months.

Evaluation uses a three-phase approach scoring 1,000 points: Work Plan for Deliverables (400 points), Qualifications and Experience (300 points), and Cost Detail (300 points), plus up to 120 preference points. The State anticipates completing evaluation and selection by September 24, 2026. Proposals must be submitted electronically through the SWIFT eSupplier portal. The contact is Julie A. Johansen, Julie.Johansen@state.mn.us. The State reserves the right to award to single or multiple responders, negotiate terms, or cancel the solicitation.
