About this opportunity
The Minnesota Department of Natural Resources Operations Services Division and Division of Parks and Trails are requesting proposals from consulting engineering firms for professional services to assess, design, prepare construction plans and specifications, provide construction inspection, and deliver contract administration for the complete reconstruction of the fuel system at Silver Bay Marina, with proposals due October 1, 2026 at 2:00 p.m. CDT. The state encourages participation from Minnesota-based small businesses and disadvantaged-owned enterprises eligible for the State's Small Business Procurement Program, though the RFP is open to all interested parties.
The existing fuel system comprises two 5,000-gallon above-ground gasoline tanks, one 5,000-gallon above-ground diesel tank, 948 feet of underground piping, 988 feet of dock piping, leak detection systems, and point-of-sale dispensing equipment. The gasoline fuel system is currently disabled due to leak detection failure; the diesel system remains in service despite being the same age as the gasoline system. The scope includes complete decommissioning, abandonment, and disposal of the existing infrastructure in addition to new system design and installation.
Responses must be submitted electronically through the SWIFT eSupplier portal by the October 1 deadline. Bidders must be registered in SWIFT as either a bidder or supplier to participate. Pricing should be submitted as total price for the entire project. All required and requested attachments must be included or proposals will face disqualification. The contractor must maintain comprehensive insurance including Commercial General Liability, Commercial Automobile Liability, and Professional Liability/Errors and Omissions coverage at $2,000,000 each, plus Workers' Compensation per statutory requirements. All services must be performed within the United States. Payment terms require the state to remit within 30 days of receipt of an itemized invoice, with no more than 90 percent of the contract amount payable until final product review. The primary contact is Julie A. Johansen at Julie.Johansen@state.mn.us.
