About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for a wildlife habitat improvement project at the Wrenshall Wildlife Management Area in Carlton County. The procurement involves installing protective tree tubes and welded wire cages around 3,000 previously planted red oak seedlings across approximately 13 acres. Contractors must provide labor, equipment, materials, and transportation to complete the tree protection installation. Key deliverables include removing existing tree cages, installing new cages and tubes around well-formed seedlings, and following specific placement guidelines to enhance wildlife mast-producing tree resources. Bidders must demonstrate qualifications by completing at least one similar contract within the past 48 months involving tree caging/protection on 5 or more acres with a minimum contract value of $2,000. The bid opportunity is open from April 17, 2025, to April 29, 2025, with bids to be submitted electronically through the Swift Portal. Site visits can be arranged by contacting Emma Hansen or Christian Balzer from the DNR, and the project is scheduled for completion by October 1, 2025.
The solicitation appears open to all qualified vendors, with potential preference given to Minnesota resident vendors and veteran-owned small businesses in the event of tied bids. While no specific set-aside designations are explicitly stated, contractors must comply with state regulations on workforce diversity, non-discrimination, and environmental protection. The DNR will provide all necessary materials, including 1,950 tree tubes, 144 welded wire cages, 10-foot U-posts, and bamboo garden stakes. Evaluation criteria include meeting project specifications, contractor qualifications, and being the lowest responsible bidder. Contractors must provide proof of insurance and complete various compliance certifications. Although a specific budget range is not detailed, the contract will be awarded on a dollar-per-acre basis, with the DNR reserving the right to adjust total acres completed based on available funding. Bidders will be required to include all costs in their unit price, including labor, materials, transportation, equipment, and applicable taxes.
