About this opportunity

The Minnesota Department of Natural Resources is requesting bids for invasive species treatment on approximately 60 acres within the Reno Management Unit of the Richard J. Dorer Memorial Hardwood Forest, with responses due September 29, 2026 at 2:00 p.m. CDT and a questions deadline of September 24, 2026.

Qualification requirements filter the bidder pool significantly. Respondents must have completed at least one prime contractor project since August 2022 involving 30 acres or more of hand cutting and/or chemical treatment of woody invasive species with a project value of $40,000 or greater, and must hold current Minnesota Commercial Pesticide Applicators Licensure for all individuals applying herbicides. Proof of licensure must accompany the bid response. Contractors cannot have been found in default or had a contract terminated for cause in the last 36 months. The contract will be awarded to the lowest responsible vendor meeting all specifications and terms.

The scope consists of two phases: initial basal bark treatment from Notice to Proceed through June 30, 2027, targeting invasive stems greater than one-quarter inch diameter using 25% oil-based triclopyr; and follow-up basal or foliar treatment from July 1 through September 15, 2027. Target species include buckthorn, honeysuckle, amur maple, autumn olive, and Japanese barberry. The contractor is responsible for equipment maintenance, herbicide storage and disposal, cleanup, damage repairs, geospatial progress tracking using GPS technology, and submission of biweekly progress reports and Fish & Wildlife Pesticide Application Reports. Unit pricing must include all labor, materials, tools, transportation, equipment, sales tax, use tax, and other incidentals. Site visits are encouraged; contact Project Supervisor TJ Boettcher at 507-313-4758. The project is located at Township 102, Range 4, Section 26 near Reno in Houston County, accessible via 16838 Hillside Road, Brownsville, Minnesota. Minnesota Resident Vendor status preference and small business procurement program eligibility for disadvantaged business enterprises apply. All responses must be submitted electronically through the Swift Portal. A completed Qualification Form and Workforce and Equal Pay Declaration Response Form are required attachments.
