About this file
This is a Prime Contractor Response Qualification Form issued by the Minnesota Department of Natural Resources for Solicitation #2027-243, Reno Bluffs Basal Bark Invasives Treatment. The project involves labor, equipment, materials, tools, transportation, licensing, and all incidentals necessary to remove and chemically treat buckthorn, honeysuckle, and other non-native woody plants using basal herbicide application methods on approximately 60 total acres within the Reno Management Unit of the Richard J. Dorer Memorial Hardwood Forest. All responses must be submitted electronically through the Swift Portal, with site visit inquiries directed to Project Supervisor TJ Boettcher at 507-313-4758. The award will be made to the lowest responsible vendor meeting all specifications and terms and conditions, with the State reserving the right to award items separately, by grouping, or by total as deemed most advantageous.
Qualification requirements mandate that responding companies must have completed at least one prime contractor project with substantial completion since August 2022 involving 30 acres or more of hand cutting and/or chemical treatment of woody invasive species with a project value of $40,000 or greater. Bidders must provide current Minnesota Commercial Pesticide Applicators Licensure for all individuals working with chemicals, with copies of licenses required to be attached to the bid response. Additionally, companies must not have been found in default or had a contract terminated for cause in the last 36 months. Unit pricing must include all costs such as labor, materials, tools, transportation, equipment, sales tax, use tax, and all other expenses necessary for project completion. The State reserves the right to contact references and request additional reference projects, with solicitation responses subject to rejection if the State determines the responder is non-responsible based on project milestone adherence, communication quality, on-site supervision, subcontractor coordination, prevailing wage law compliance, and payment history.
