About this opportunity

The Minnesota Department of Natural Resources is requesting bids for construction of four parking lots distributed across three Wildlife Management Areas in Murray and Nobles Counties under RFB 2027-190, with bids due September 10, 2026. Subcontracting is not allowed—all work must be performed by the prime contractor. A site visit is available by contacting Project Supervisor Bill Schuna at 507-873-5650.

The scope includes site leveling, grading, compacting, filling, geotextile fabric installation, spreading and compacting Class 5 aggregate, constructing wood post perimeters and sign boards, and installing gates at each parking lot. The three WMAs are Shetek Inlet WMA (Murray County, near Garvin), Bluebird Prairie WMA (Nobles County, near Rushmore), and a third WMA in the Marshall-Slayton work areas. Unit pricing must include all labor, materials, equipment, mobilization, permits, Gopher One Call utility locates, off-site disposal, tools, transportation, sales tax, use tax, and incidental expenses.

To qualify, prime contractors must document at least one completed written contract as a prime contractor (not subcontractor) for similar aggregate parking lot construction work with a minimum contract value of $30,000 and substantial completion since September 2023. Contractors must certify they have not been in default or had a contract terminated for cause within the last 36 months; answering affirmatively results in automatic rejection.

The contract term runs from Notice to Proceed through October 31, 2027, or until all obligations are fulfilled. All work is subject to prevailing wage requirements under Minnesota Statutes 177.41–177.44. Responses exceeding $50,000 require a 5% surety bond as solicitation security. Payment and performance bonds equal to 100% of the contract sum are required for projects estimated at $175,000 or greater per Minnesota Statute 574.26. Non-Minnesota contractors are subject to 8% withholding on cumulative payments exceeding $50,000 unless exempted by the Minnesota Department of Revenue. Award will be made to the lowest responsible vendor meeting all specifications and terms, with the State reserving the right to award separately by item or group. All responses must be submitted electronically through the Swift Portal; email and faxed submissions will not be accepted.
