About this file
This is a Prime Contractor Response Qualification Form for Solicitation #2027-190 issued by the Minnesota Department of Natural Resources for the Marshall-Slayton Area Wildlife Management Area (WMA) Parking Lots project located in Murray and Nobles Counties near Fulda, Rushmore, and Tracy. The project involves construction of four aggregate parking lots distributed across three Wildlife Management Areas within the Marshall and Slayton DNR Wildlife work areas. Work scope includes leveling, grading, compacting, filling with Class 5 aggregate, installing geotextile fabric, constructing wood post perimeters with sign boards, and installing gates at each parking lot. All responses must be submitted electronically through the Swift Portal, and site visits can be arranged by contacting Project Supervisor Bill Schuna at 507-873-5650. Subcontracting is not allowed for this project. The Department of Natural Resources will determine vendor qualification and specifications compliance, with award made to the lowest responsible vendor meeting all specifications and terms.
To be considered responsive, prime contractors must demonstrate they have completed at least one written and verifiable contract as a prime contractor (not subcontractor) with substantial completion since September 2023 for similar aggregate parking lot construction work with a minimum contract value of $30,000.00. Contractors must provide detailed information regarding the property owner, owner contact person and telephone number, dollar amount, and substantial completion date for their reference project. Additionally, respondents must certify that their company has not been found in default or had a contract terminated for cause within the last 36 months; answering "yes" to this question will result in automatic rejection. Unit pricing must include all costs such as labor, materials, tools, transportation, equipment, sales tax, use tax, permits, Gopher One Call fees, off-site disposal, mobilization, and all other incidentals necessary for project completion.
