About this opportunity
The Ohio Department of Administrative Services is soliciting bids for embankment armor placement and stabilization work at multiple wildlife areas across ten geographic locations, with bids due July 22, 2026 and a mandatory solicitation conference on July 8, 2026.
Attendance at the mandatory virtual solicitation conference on July 8 at 1:00 p.m. is required; suppliers who fail to attend will be deemed not responsive. Work includes mowing, mulching, and grubbing woody vegetation less than five inches DBH; embankment stabilization; geotextile fabric placement; riprap placement; and restoration of access routes to pre-construction condition. Work units span ten locations: Darke, Deer Creek, District One North, Highlandtown, Killdeer Plains, La Su An, Magee Marsh, Pickerel Creek, Rush Run, and Willow Point. Bidders must submit bids for all items within selected work units to be deemed responsive.
Buy American and Buy Ohio preferences apply. All five vendors who submitted bids in the most recent round (Mark Haynes Construction, Pat Riley Trucking, Buena Environmental, NWO Property Services, and Petty Farms) qualified for these preferences; no vendors qualified for Veteran Business Enterprise set-asides. Unit pricing in prior rounds ranged from $14.00 to $82.00 per cubic yard for Type D Limestone Aggregate Installation, $14.00 to $110.00 per cubic yard for Limestone Crushed Gravel Placement, and $0.20 to $15.00 per square yard for Geotextile Fabric Installation. Total awards by work unit have ranged from $5,897.00 to $1,590,825.00. Award will be made to the lowest responsive and responsible bidder by low lot total by work unit. MANDATORY SOLICITATION CONFERENCE A mandatory solicitation conference will be held on 07/08/2026 via virtual meeting to discuss the requirements of the solicitation. The virtual meeting may be accessed via this LINK. The conference will commence promptly at 1:00 PM, barring an unforeseen circumstance that results in a delay of the conference. Attendance will be taken. The state will not be responsible to a supplier for their failure to obtain information discussed during the solicitation conference due to their arriving after the conference has convened. Suppliers who fail to attend the mandatory solicitation conference will be deemed not responsive. Preregistration for the meeting is not required. However, if you would like an email copy of the meeting link, you may contact Kirk Davis at Kirkland.davis@das.ohio.gov.
