About this opportunity

The Colorado Department of Labor and Employment, Division of Unemployment Insurance, is requesting information on document management system (DMS) modernization options under RFI KABA 2027-0002, with responses due August 14, 2026 at 11:59 p.m. Mountain time through Bidnet Direct. This is market research to inform a future formal solicitation; responding to the RFI is not a prerequisite for future bidding.

The scope covers assessment and planning for either modernizing the existing IBM FileNet environment with potential cloud migration or replacing it with a secure, cloud-based content services platform. The system must support the full unemployment-insurance case lifecycle, including claimant and employer document ingestion, case-level document association, adjudication workflows, appeals processing, and records retention. The RFI specifies 61 functional and non-functional requirements: data ingestion via API, batch/scanning, email, and secure uploads; intelligent OCR and metadata management; search and retrieval; workflow management; records management with retention policies and legal hold; audit and compliance; system architecture and integration with MyUI+ and third-party systems; performance and scalability; security frameworks aligned with NIST SP 800-53 Moderate baseline and CJIS considerations; encryption; accessibility standards (WCAG 2.2 Level AA); implementation and migration strategies; and disaster recovery with defined Recovery Time Objectives and Recovery Point Objectives.

The funding source and contract value have not been determined. Contract payment type and personnel qualifications are also to be determined. Final invoices and closeout documentation are due no later than December 31, 2027, with payments tied to milestones and completed work. The question submission deadline is July 30, 2026 at 11:59 p.m. Mountain time, with answers posted on Colorado Vendor Self Service. The State welcomes partial responses.
