About this opportunity
Hillsborough County Public Schools in Florida is requesting proposals for leasing district-owned land, building space, rooftop areas, and existing vertical structures districtwide for design, permitting, construction, installation, operation, and maintenance of wireless communication facilities, with proposals due September 23, 2026. A minimum 20% Small Business Encouragement Program (SBEP) participation requirement applies — proposers must demonstrate that at least 20 percent of net eligible expenditures will be reinvested with certified small businesses located in the Tampa Bay area (Tampa Standard Metropolitan Statistical Area) and must include an SBEP registration certificate with their submission.
Facilities contemplated include stealth flagpole towers, monopoles, small wireless facilities, antennas, radio equipment, fiber connections, cabinets, backup power equipment, equipment shelters, utility connections, fencing, access improvements, and related appurtenances. The district retains ownership of underlying property; the lessee assumes responsibility for all infrastructure design, installation, and maintenance costs.
Certified small businesses eligible for SBEP participation must be registered with one of the following: City of St. Petersburg, City of Tampa, The Florida Business Council (FSMSDC), Hillsborough County, Pinellas County, the State of Florida, or the U.S. Small Business Administration. Prime contractors are solely responsible for all subcontractor actions and must obtain HCPS pre-approval for each subcontractor. Proposers must submit a signed SBEP Letter of Intent identifying all proposed subcontractors, their contact information, and descriptions of goods and services.
All proposers must execute a mandatory affidavit under Florida Statutes Section 287.138 certifying they are not owned by, do not have controlling interest held by, and are not organized under or principally located in a foreign country of concern (People's Republic of China, Russian Federation, Islamic Republic of Iran, Democratic People's Republic of Korea, Republic of Cuba, Venezuelan regime of Nicolas Maduro, or Syrian Arab Republic). Proposals without the executed affidavit will not be accepted.
Evaluation will address technical qualifications, project viability, financial terms, and ability to deliver reliable wireless services across designated district locations. Contact the Office of Supplier Development at (813) 635-1240 or OSD@hcps.net for SBEP information.
