About this opportunity
This state and local contracting opportunity is an Invitation to Bid (ITB) issued by the Florida Department of Transportation (FDOT) District Five for the purchase of both State and Federal Mitigation Bank Credits. The purpose is to offset wetland impacts for projects within the nine-county District Five area over a 24-month term. FDOT has identified one project, SR 60 EB & WB Passing Lanes, that may require up to 3 acres of herbaceous wetland mitigation, but they may purchase additional credits on an as-needed basis. Bidders must be able to provide permitted and released state and/or federal wetland mitigation credits for the North Kissimmee Mitigation Basin within the jurisdictional boundaries of the South Florida Water Management District (SFWMD) and the Army Corps of Engineers (ACOE). Bids are due by September 11, 2023, at 10:00 AM, with a public bid opening on the same day at 11:00 AM, followed by a Selection Committee Meeting on September 18, 2023, and the posting of the Intended Decision/Award by 2:00 PM on the same day.
All prospective bidders, proposers, and respondents must be registered in the State of Florida's MyFloridaMarketplace system, and out-of-state companies must be authorized to do business in the State of Florida. Bidders must also be properly licensed if the business being provided requires licensing by the Florida Department of Business and Professional Regulation. The solicitation does not mention any set-aside designations or restrictions on the types of organizations that can respond. The ITB provides pricing tables for bidders to submit unit rates for state and federal wetland mitigation credits, and FDOT will issue Purchase Orders to the lowest responsive bidder(s) with mitigation credits available to meet project needs.
