About this file

This document is an Invitation to Bid (ITB) issued by the Florida Department of Transportation (FDOT) for the purchase of State and Federal Mitigation Bank Credits to offset wetland impacts for projects in FDOT District Five. The ITB specifies that the Vendor must be able to provide permitted and released state and/or federal wetland mitigation credits for the North Kissimmee Mitigation Basin within the jurisdictional boundaries of the South Florida Water Management District (SFWMD) and the Army Corps of Engineers (ACOE). FDOT has identified one project, SR 60 EB & WB Passing Lanes, that may require up to 3 acres of herbaceous wetland mitigation. However, FDOT may purchase additional credits on an as-needed basis for projects within the nine-county District Five area over the 24-month term of the contract. Bids are due by September 5, 2023 at 10:00 AM.

The ITB provides pricing tables for bidders to submit unit rates for state and federal wetland mitigation credits. Bidders are not required to bid on both state and federal credits. FDOT will issue Purchase Orders to the lowest responsive bidder(s) with mitigation credits available to meet project needs. Payment will be made upon confirmation of formal adjustments to the state and federal mitigation credit ledgers. The ITB also includes terms related to diversity, drug-free workplace preferences, electronic submissions, and other standard state contracting requirements.
