About this opportunity

Jacksonville Electric Authority (JEA) is soliciting design services for the Buckman Water Reclamation Facility upgrades, with responses due October 6, 2026, and a mandatory pre-response meeting on September 1, 2026 at 11:00 a.m. via Microsoft Teams followed by a mandatory in-person site visit on September 2, 2026 at 10:00 a.m. at 221 Buckman Street, Jacksonville, Florida. Respondents must be registered on JEA's Qualified Proposers List in the Water Wastewater Treatment Plant Systems and Pump Stations category (Class III and IV) to meet minimum qualifications.

The scope encompasses comprehensive professional engineering and permitting services including surveys, geotechnical investigations, process and hydraulic modeling, design of bypass systems, and structural and mechanical design across multiple disciplines for rehabilitation of influent pump stations, primary clarifiers, Talleyrand Avenue lift station, vacuum truck unloading facility, potable water and gravity sewer improvements, sludge receiving pump station, and grit removal system improvements. The awardee will coordinate with a Construction Manager at Risk (CMAR) firm responsible for construction and must comply with JEA's project delivery management system including design-phase drawings, specifications, and calculations. Services span site work including stormwater and landscaping design and construction-phase services.

JEA will award one contract and evaluate responses using the Consultants' Competitive Negotiation Act (CCNA) methodology based on professional qualifications without initially considering price. Evaluation criteria are professional staff experience (25 points), design approach and workplan (40 points), and company experience (30 points). Use of Jacksonville Small and Emerging Business (JSEB) firms yields up to 5 points; respondents not JSEB-certified may earn up to 4 additional points by subcontracting to JSEB firms at varying work percentages. The contract will be fixed-fee, negotiated after selection, with the initial year at firm-fixed pricing and subsequent years eligible for CPI adjustments capped at 3 percent annually. JEA may renew for two additional one-year periods at its discretion. Required insurance includes workers' compensation, commercial general liability of $1 million per occurrence and $2 million aggregate, automobile liability, professional errors and omissions coverage, and excess/umbrella liability.
