About this opportunity
The City of Orlando is requesting Qualifications Statements from Florida-registered professional engineering consultants for design services on Orlando Flood Mitigation by Drainwell Replacement (RQS26-0522), with statements due September 3, 2026 at 2:00 p.m. and a mandatory pre-conference meeting on August 14, 2026 at 10:00 a.m. via Microsoft Teams. Respondents must be registered in Florida under Section 471.023 of the Florida Statutes and maintain current professional liability insurance.
The scope covers evaluation, design, permitting, and construction administration for 13 drainage wells in low-to-moderate income areas throughout Orlando, originally constructed between 1904 and 1960. Deliverables include conditions assessment with subsurface utility surveys, conceptual design development, 90% and 100% construction plans and specifications, permitting assistance, project administration, and post-construction reporting to satisfy Florida Department of Environmental Protection requirements. The project extends 43 months from contract execution through completion, with a grant performance end date of February 2030.
The project is funded through the Orange County Community Development Block Grant Disaster Recovery Program under Hurricane Ian Funding (Public Law 117-328) and is subject to compliance with 24 CFR Part 570 and 2 CFR Part 200. Compensation will be negotiated following selection, with a maximum salary multiplier rate of 3.00 without Chief Financial Officer approval. A living wage requirement of $15.00 per hour minimum applies to all employees on contracts exceeding $100,000 annually.
Short-listed respondents (minimum of three) must present to an Advisory Committee. Short-listing evaluation weights respondent and subconsultant experience and qualifications at 50 points, records of successful past performance at 40 points, and personnel availability and ability to work with governmental stakeholders at 10 points. Final ranking evaluation adjusts weightings and adds assessment of understanding of project scope and approach to completion at 30 points. Questions are due August 25, 2026 at 5:00 p.m. Public opening of qualification statements occurs September 3, 2026 at 2:00 p.m. via virtual meeting.
