About this opportunity

The City of Santa Monica is requesting proposals for design services for the 14th Street Two-way Protected Bikeway project under RFP SP2805, with proposals due July 17, 2026 at 5:00 p.m. PST and questions due June 22, 2026. The project is funded through the California Affordable Housing and Sustainable Communities (AHSC) Program Round 9 state grant.

The scope encompasses converting approximately 1.3 miles of existing north-south Class II bike lanes along 14th Street between Washington Avenue and Pico Boulevard into a two-way Class IV cycle track. Deliverables include concept design, community outreach and engagement, plans, specifications, and cost estimates (PS&E), utility coordination and relocation assistance, and construction support services. Proposers must demonstrate at least ten years of civil design experience in California. The design phase is estimated at 18 months with a total contract term of approximately five years from the grant award date of December 25, 2025, to account for construction support activities. The anticipated project start date for PS&E is September 1, 2026, and tentative City Council award is August 25, 2026.

Evaluation uses a 100-point scoring system: understanding of work (25 points), experience with similar projects (20 points), project team qualifications (15 points), familiarity with state and federal procedures (10 points), financial responsibility and schedule management (10 points), demonstrated technical ability (10 points), and interview performance for top-rated candidates (10 points). Final candidate interviews are scheduled for the week of July 27, 2026.

Compensation is hourly-rate-based subject to a cost-not-to-exceed amount, with monthly payments based on percentage of work completed per phase. Proposers must submit detailed cost proposals identifying hourly fee schedules for all personnel, including fringe benefits and indirect costs. Compliance with prevailing wage requirements under California Labor Code Section 1720 and the Santa Monica Living Wage Ordinance ($25.00 per hour minimum for contracts exceeding $54,200) is mandatory. Required insurance includes Commercial General Liability of at least $1,000,000 per occurrence, Automobile Liability of at least $1,000,000 per accident, Workers' Compensation with Statutory Limits and Employers' Liability of at least $1,000,000 per accident, and Professional Liability of at least $2,000,000 per occurrence. The City must be named as additional insured on all policies.
