About this opportunity
The City of Alpharetta is seeking a qualified Design-Build contractor to convert Wills Park Baseball Field 5 from a sod field to a synthetic turf field through a design-build procurement process. This public works project aims to address poor drainage issues that frequently cause activity cancellations by replacing the existing natural grass with an artificial turf surface. The selected contractor will be responsible for comprehensive project management, including design, permitting, and construction within city-owned property. Key responsibilities include preparing NPDES permit documentation, conducting required environmental testing per Georgia DNR-EPD Permit No. GAR100001, and obtaining an Erosion and Sediment Control permit from the City of Alpharetta. The proposal evaluation will utilize a Cost Proposal form as the primary assessment tool, with potential award based on the Base Project Cost and any selected add-alternates that represent the best value to the city. The solicitation is posted under Georgia Procurement Registry Event ID PE-66085-NONST-2026-000000070, with proposals due by September 18, 2025.
The procurement does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. Contractors will be required to complete standard compliance documentation, including an E-Verify Affidavit and a Disclosure-Debarment Required Form. While the specific budget range is not directly stated in the provided documents, the comprehensive nature of the design-build project suggests a significant capital investment for the synthetic turf conversion. The project files include detailed supplemental technical specifications, site survey documents, geotechnical reports, and proposed field layout plans to support potential bidders in understanding the full project scope. Contractors will need to demonstrate technical expertise in sports field construction, environmental compliance, and municipal infrastructure development. The project site is located within Wills Park, and all work will be conducted on city-owned property without requiring additional rights-of-way or easements.
