About this opportunity

Escambia County has issued a Request for Letters of Interest (RLI) for Design Build Services to replace the existing Pleasant Grove Fire Station, a project aimed at enhancing fire protection infrastructure. The procurement seeks a Design-Build Team to develop a new one to two-story, Category 5 hurricane-resistant fire station on a 4.52-acre site, capable of accommodating three crews of 10-12 firefighters. The project will utilize a Phased Design-Build (PDB) method, with key deliverables including a master site plan reserving 20-30% for future expansion, minimum of 4 apparatus bays, and comprehensive facility spaces covering living quarters, command areas, crew areas, and support facilities. Respondents must demonstrate experience in fire station design and provide professional liability insurance of at least $1,000,000 per wrongful act. The solicitation was released on September 8, 2025, with a pre-solicitation meeting on September 15, 2025, and responses due by September 30, 2025, at 10:00 am. Evaluation criteria will focus on compliance with RLI guidelines, team qualifications, technical approach, project management, and past performance, with the County selecting the most responsive and responsible firm based on the highest final score.

While no specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the documents, the procurement appears open to qualified design-build firms with demonstrated expertise in fire station construction. The project involves replacing an existing 1986 pre-engineered metal facility located at 9350 and 9360 Gulf Beach Highway in Pensacola, with two adjoining parcels to be combined into a single site. The new facility must comply with Florida building codes and sustainability requirements, integrating with existing county infrastructure and operational needs. Although a specific budget range was not disclosed, the comprehensive nature of the project—involving conceptual design, design development, construction documents, and construction phases—suggests a substantial investment. The project is part of a larger county initiative to replace two existing fire stations and add three new stations in areas requiring improved fire protection coverage, indicating a strategic approach to emergency services infrastructure development.

Opportunity text

During a regularly scheduled Board Meeting in May of 2025, the Escambia County Board of County Commissioners (ECBCC or "County") voted to replace two (2) existing fire stations and add three (3) new fire stations to areas that don't have adequate fire protection coverage. Commissioners identified five (5) different locations: Pleasant Grove (Replacement), Myrtle Grove (Replacement), Paradise Beach (New-Bauer Road), Cantonment (New-Kingsfield Road), and Brownsville (New-Location to be Determined). This Request for Letters of Interest (RLI) pertains to the development, design, and construction of one (1) of those fire stations, the replacement of Pleasant Grove Fire Station.

The current Pleasant Grove Fire Station, constructed in 1986 as a pre-engineered metal facility, is insufficient to meet the current and projected operational and spatial requirements of the Fire Department. The facility's infrastructure also requires substantial upgrades to support, improve, and enhance essential daily operations.

The project site consists of two adjoining parcels owned by the County with a combined total land area of approximately 4.52-acres. This first parcel, ID/Parcel #153S311001018004, is located at 9350 Gulf Beach Hwy, Pensacola, Escambia County, Florida and is the location of the existing Pleasant Grove Fire Station. The second parcel, ID/Parcel #153S311001008004, is located at 9360 Gulf Beach Hwy, Pensacola, Escambia County, Florida. The two parcels shall be combined into a single site for the design and construction of the proposed new fire station. The site plan shall allocate approximately twenty to thirty percent (20-30%) of the land area to be reserved for future expansion.

This proposed new Pleasant Grove Fire Station will be designed and constructed using the Phased Design-Build (PDB) project delivery method. PDB was selected as the delivery method to allow the project to be completed in an expedited and cost-effective manner. The selected Design-Build Team (DBT) will be one that can demonstrate successful past experience on projects of similar size and scope and has the ability to complete this project on time and within budget.
