Escambia County has issued a Request for Letters of Interest (RLI #PD 24-25.145) for Design Build Services for the Pleasant Grove Fire Station, targeting the replacement of an existing fire station constructed in 1986. The project involves developing a new one to two-story, Category 5 hurricane-resistant facility on a 4.52-acre site, with the ability to accommodate 3 crews of 10-12 firefighters. The solicitation was released on September 8, 2025, with a pre-solicitation meeting scheduled for September 15, 2025, and responses due by September 30, 2025, at 10:00 am. The project will utilize a Phased Design-Build (PDB) project delivery method, with the selected Design-Build Team expected to complete conceptual design, design development, construction documents, and construction phases.
The project requires a comprehensive design approach, including a master site plan with 20-30% reserved for future expansion, a minimum of 4 apparatus bays, and specific spatial requirements such as living quarters, command areas, crew areas, and facility support spaces. The Design-Build Team must demonstrate experience in fire station design, provide professional liability insurance with at least $1,000,000 per wrongful act, and comply with Florida building codes and sustainability requirements. The evaluation will be conducted in multiple phases, with scoring based on compliance with RLI guidelines, team qualifications, technical approach, project management, and past performance. The County will select the most responsive and responsible firm through a comprehensive review process, with the intent to award to the firm receiving the highest final score.

Title: Design Build Services - Pleasant Grove Fire Station
1. Introduction
1.1. Summary
During a regularly scheduled Board Meeting in May of 2025, the Escambia County Board of County
Commissioners (ECBCC or “County”) voted to replace two (2) existing fire stations and add three (3) new fire stations to areas that don’t have adequate fire protection coverage. Commissioners identified five
(5) different locations: Pleasant Grove (Replacement), Myrtle Grove (Replacement), Paradise Beach
(New-Bauer Road), Cantonment (New-Kingsfield Road), and Brownsville (New-Location to be
Determined). This Request for Letters of Interest (RLI) pertains to the development, design, and construction of one (1) of those fire stations, the replacement of Pleasant Grove Fire Station.
The current Pleasant Grove Fire Station, constructed in 1986 as a pre-engineered metal facility, is insufficient to meet the current and projected operational and spatial requirements of the Fire
Department. The facility’s infrastructure also requires substantial upgrades to support, improve, and enhance essential daily operations.
The project site consists of two adjoining parcels owned by the County with a combined total land area of approximately 4.52-acres. This first parcel, ID/Parcel #153S311001018004, is located at 9350 Gulf
Beach Hwy, Pensacola, Escambia County, Florida and is the location of the existing Pleasant Grove Fire
Station. The second parcel, ID/Parcel #153S311001008004, is located at 9360 Gulf Beach Hwy, Pensacola, Escambia County, Florida. The two parcels shall be combined into a single site for the design and construction of the proposed new fire station. The site plan shall allocate approximately twenty to thirty percent (20–30%) of the land area to be reserved for future expansion.
This proposed new Pleasant Grove Fire Station will be designed and constructed using the Phased
Design-Build (PDB) project delivery method. PDB was selected as the delivery method to allow the project to be completed in an expedited and cost-effective manner. The selected Design-Build Team
(DBT) will be one that can demonstrate successful past experience on projects of similar size and scope and has the ability to complete this project on time and within budget.
1.2. Background
The purpose of this RLI is to secure a contract with a qualified Design-Build Team by the use of a qualification-based selection process pursuant to sections 287.055 (3), (4), and (9), Florida Statute (FS) for entering into a contract whereby the selected firm will, subsequent to competitive negotiations, establish a fee for Phase 1: Conceptual Design and Phase 2: Design Development. During these Phases, the Design-Build Team will perform site investigations, evaluation, and design services to a level of completion required for the Design-Builder and County to establish a Guaranteed Maximum Price (GMP) for Phase 3: Construction Documents and Phase 4: Construction and Contract Administration.
The purpose of this project is to provide a phased approach for the design, development, and construction of a new ground up 1-2 story, Category 5 hurricane-resistant facility for a turnkey delivery to the County to accommodate the new Pleasant Grove Fire Station and full-time firefighting staff. The total planned number of full-time staff will be 3 crews of 10-12 firefighters, with only 1 crew occupying the station at a time. The proposed station will require a minimum of 4 apparatus bays, with the opportunity to add additional bays in the future.

2.2. Design Considerations
Fire Station Considerations
• Apparatus Bays: These sections will be pre-engineered metal buildings on concrete slabs and the bays must accommodate all emergency vehicles, including engines, ladder trucks, and ambulances, with ample space for maintenance, cleaning, and equipment storage. They should also have non-slip flooring, proper ventilation for exhaust, and meet safety standards for clearance around vehicles. The decontamination, turn-out gear storage, and other equipment storage will also be included in this area.
• Living and Sleeping Quarters: These areas should offer a balance between communal spaces for camaraderie and private spaces for rest and relaxation. Modern designs increasingly include private sleeping rooms, bathrooms with showers, day room, kitchen and dining space, and a personnel laundry room.
• Fitness Facilities: Firefighters need to maintain peak physical condition, so fitness spaces
(gym) equipped with cardio and strength training equipment are crucial.
• Training Areas (Optional): Training areas should be designed for various activities, including classroom, simulations and drills, and may include specialized facilities for decontamination and gear maintenance.
• Administration: These areas would include an office, communications center, etc.
• Decontamination and Contamination Control: Modern fire station designs emphasize the importance of separating contaminated areas (apparatus bays) from clean areas
(living quarters). This includes designated decontamination areas and PPE storage facilities to minimize exposure to carcinogens and other hazardous materials.
• Site Layout: Station orientation and site layout are critical for ensuring optimal functionality, response time, and accessibility. Factors like traffic patterns, proximity to emergency areas, and potential for future expansion should all be considered.
Additional Considerations
• Staffing Models: Consider the number of personnel on each shift, the types of apparatus and equipment used, and any specific facility needs when determining space requirements.
• Health and Wellness: Integrate features that promote firefighter health and wellness, such as natural light, ventilation, and access to outdoor spaces.
• Sustainability: Consider sustainable building practices in station design, such as energy-efficient systems, durability of materials, and storm hardening.
• Technology Integration: Design spaces that can accommodate future technological advancements, such as advanced communication systems and data management.
