About this opportunity

The Florida School for the Deaf and the Blind (FSDB) is soliciting qualifications for Design-Build teams to comprehensively renovate the Walker Annex (Building #7), with qualifications due June 29, 2026 at 1:45 p.m. and a mandatory pre-response meeting on August 7, 2026 at 10:00 a.m. at the FSDB Campus Police Center Checkpoint on Genoply Street. FSDB encourages maximum participation of Minority Business Enterprises (MBE) and Veteran Business Enterprises (VBE), with evaluation points awarded based on certification status and participation levels.

The scope includes full interior remodel, reconfiguration of administrative, educational, media, and library spaces, removal and replacement of the existing Library addition, and replacement and upgrade of HVAC, lighting, fire protection, and technology systems. Work also encompasses targeted exterior improvements including roof and window replacement, accessibility upgrades, and building envelope repairs. The Design-Build team will validate and refine the building program in coordination with stakeholders, advance the project from bridging and criteria documents to complete design and construction, and coordinate phasing, safety, and security on an active campus.

The procurement is conducted under Florida's Consultants' Competitive Negotiation Act (CCNA) pursuant to Florida Statute 287.055. Phase One evaluates qualifications on a maximum of 85 points across current workload, prior FSDB and state/local agency work, location proximity, MBE/VBE participation, team qualifications and experience, financial capability, and ability to perform contract requirements. A shortlist of three to five qualified teams will be posted by July 2, 2026. Shortlisted firms will receive the Design Criteria Package at the mandatory August 7 site visit. Design-Build proposals are due August 28, 2026 at 2:00 p.m., with interviews and presentations on September 1. Phase Two scoring occurs after oral presentations using a separate matrix detailed in the Request for Proposal. The Notice of Intended Award will be posted September 3, 2026. Cost is negotiated after selection; the winning firm must submit a preliminary salary and fee schedule within five days of notification. A payment and performance bond is required upon contract execution.
