About this opportunity

The City of Detroit Office of Contracting and Procurement is requesting proposals for design and engineering services to assess structures and parcels at Hart Plaza, a 14-acre riverfront venue at 1 Hart Plaza, with proposals due August 12, 2026 by 2:00 PM EST through the EUNA Bonfire Procurement Supplier Portal. Detroit Equalization Credits apply to prime contractors and subcontractors meeting specified criteria, including Detroit headquarters location, Detroit-based business status, and minority/small business designations.

The scope encompasses structural assessment (site evaluation, existing conditions documentation, and load capacity analysis), loading plans, and documentation review for five parcels at the plaza, which has accommodated events of up to 40,000 people since 1975. An alternate scope includes piling assessment along the Detroit River from Civic Center Drive to Bates Street with additional testing and invasive inspection. Respondents must identify and itemize all additional testing and invasive inspection necessary to complete the defined scope. Minimum qualifications require at least five years of design and engineering services experience and a licensed Professional Engineer or Structural Engineer on staff, supported by three professional references.

Evaluation will be based on technical merit (35 points for relevant experience, 20 points for personnel qualifications, 20 points for proposal strength) and pricing (25 points). The City anticipates one or multiple awards structured as a one-time professional services contract with potential renewal options subject to Detroit City Council approval. Compensation shall not exceed the maximum contract value specified in the award and follows the City of Detroit Prompt Payment Ordinance with NET 30 terms from invoice receipt.

Respondents must submit questionnaires, proposed solutions and staffing information, detailed pricing with fully burdened labor rates and reimbursable allowances, and required affidavits and certifications. A pre-proposal conference is scheduled for July 28, 2026 at 1:00 PM EST at Hart Plaza. Questions are due July 29, 2026 by 2:00 PM EST, with answers distributed by July 31, 2026 by 3:00 PM EST. Proposals must remain firm for 120 days from the due date and thereafter until withdrawal, contract execution, or procurement termination.
