About this opportunity
The City of Fort Myers Procurement Services is requesting proposals for derelict vessel removal services on a continuing contract basis (RFP 26-067), with electronic submittals due August 18, 2026 at 2:00 p.m. through the OpenGov portal. This is a disaster-response continuing contract potentially funded in part by FEMA and the Florida Department of Environmental Protection.
Scope encompasses removal and disposal of vessels designated as derelict or abandoned by local law enforcement, including personal watercraft, airboats, barges, boats, and floating docks. All labor, equipment, materials, vehicles, vessels, personal protective equipment, pollutant removal, documentation, and disposal costs must be included in the unit pricing. Non-emergency work must be completed within thirty calendar days of authorization; emergency removals require mobilization within forty-eight hours of notice, including nights, weekends, and holidays. Pricing is structured by vessel size category: 0–20 feet, 20–40 feet, 40–60 feet, and greater than 60 feet, with an additional emergency mobilization lump sum fee per project.
Contractors must demonstrate at least two completed similar projects, provide three letters of reference with at least one from a comparable project, hold qualifications to do business in Florida, and maintain specified insurance: commercial general liability and comprehensive automobile liability at $1 million each, workers compensation, marine coverage ($1 million Protection and Indemnity), and pollution liability ($1 million).
Evaluation weights cost effectiveness at 30 percent, background and qualifications at 20 percent, personnel at 15 percent, references at 15 percent, project management at 10 percent, and technical merit at 10 percent. Lowest pricing receives maximum points on a prorated basis. The non-mandatory pre-proposal meeting is July 23, 2026 at 10:00 a.m. via Microsoft Teams. Questions are due August 3, 2026 at 4:00 p.m. The selection committee meets September 1, 2026 at 9:00 a.m., with presentations potentially scheduled for September 11, 2026 at 1:00 p.m.
