About this opportunity
Westchester Medical Center Health Network (WMCHealth) is requesting proposals for fully-insured dental and vision plan administration across its network of nine hospitals and ambulatory care sites, with proposals due September 25, 2026 at 4:00 p.m. EST and a Letter of Intent and signed Confidentiality Agreement due September 8. Direct submissions from carriers and vendors only—proposals submitted through brokers or consultants will not be accepted.
WMCHealth serves approximately 2.5 million residents across five distinct subgroups: WMC Westchester (APS, NPS, and multiple unions including CIR, CSEA, and NYSNA), WMC NYSNA Grandfathered, MidHudson (Staff Co), HealthAlliance (Mary's Ave, Margaretville, and Mountainside), and Charity (Good Samaritan, St. Anthony's, Port Jervis, Schevier Pavilion, and Bon Secours Community Hospital). The scope encompasses dental and vision benefits administration with existing plan designs replicated on a "no loss/no gain" basis and rates guaranteed for three years with no auto-fee escalators.
The current carrier is MetLife. The tentative contract start date is January 1, 2027, for an initial three-year term (2027–2029). Vendors must provide staffing proposals, fee proposals, implementation timelines (with ability to begin in October 2025), Year 1 allowances to offset implementation costs, and comprehensive account management, network management, claims processing, and member support capabilities. Performance guarantees with meaningful fees at risk are required, along with monthly claims and enrollment reporting.
Evaluation criteria include quality, cost, efficiency, healthcare industry experience, cultural fit, communication and marketing support, and performance guarantees. Proposers must submit completed questionnaires (Appendix A for Dental, Appendix C for Vision), a Dental Provider Disruption Workbook (Appendix B), vendor debarment certification, diversity practices questionnaire, and M/WBE documentation. Questions and clarifications are due September 14, 2026. WMCHealth retains the right to terminate any resulting contract at any time upon written notice if performance standards are not met. Gallagher Benefit Services is assisting in administration and evaluation.
