About this opportunity
Toledo Area Regional Transit Authority (TARTA) is requesting proposals for demolition and site restoration of a former Government Station in Lucas County, Ohio, with proposals due July 17, 2026. A Project Labor Agreement (PLA) is mandatory if the project cost exceeds $100,000.
The scope includes removal of a glass-and-steel canopy structure, full demolition of a restroom building, mechanical system disconnection and utility capping, masonry work including new wall construction and fencing, site grading and restoration, and environmental controls for dust and noise management. The cost proposal schedule provided by TARTA structures pricing across mobilization and site protection, canopy disassembly and hauling, building demolition with interior fixture removal, masonry construction, site restoration, and contingency allowances; metal scrap salvage credits offset the owner's net cost.
This project is funded with Federal Transit Administration assistance, triggering federal compliance requirements. Davis-Bacon prevailing wage standards apply. Buy America domestic preference requirements govern steel, iron, and manufactured products. Bidders must provide bid guarantees of 5 percent and performance and payment bonds of 100 percent. Disadvantaged Business Enterprise (DBE) participation requirements are in effect. Substance abuse testing compliance under 49 C.F.R. Part 655 is mandatory. All contractors and subcontractors at every tier must certify compliance with the Byrd Anti-Lobbying Amendment (31 U.S.C. 1352), disclosing any non-Federal funds used for lobbying; false certifications carry civil penalties of $10,000 to $100,000 per violation.
Bidders must submit a signed Declaration of Non-Collusion certifying independent pricing development and no collusive conduct. Subcontractors must be paid within 30 days of invoice. Contract work hour standards require overtime compensation at 1.5 times the base rate for hours exceeding 40 per week. Records must be retained for a minimum of three years.
