About this opportunity

The Chester Economic Development Authority (CEDA) is procuring demolition services for CDBG Demolition Contract No. 54 through a sealed competitive bidding process. The procurement is for the City of Chester, Pennsylvania, located in Delaware County, and encompasses the complete demolition of four residential structures located at 206 Pusey Street, 208 Pusey Street, 2507 W. 3rd Street, and 2509 W. 3rd Street. Deliverables include complete structure removal, utility disconnections, asbestos abatement, common wall restoration, building permit acquisition, concrete sidewalk construction (60 square yards), concrete curb installation (80 linear feet), detectable warning surface installation (8 square feet), and concrete restoration work. The contractor must obtain all required demolition, building, and sidewalk permits, though CEDA will reimburse demolition and sidewalk permit fees. The contract term is 90 consecutive calendar days from the Notice to Proceed, with liquidated damages of $250 per calendar day for delays. Sealed bids will be received electronically via PennBid (https://pennbid.bonfirehub.com) with a deadline of February 19, 2026, at 10:00 a.m. EST, and all interested parties must submit questions through the PennBid website by the posted deadline. Award will be made to the lowest responsive and responsible bidder, and CEDA reserves the right to reject any or all bids.

All work must comply with federal requirements as this project is assisted with Community Development Block Grant (CDBG) federal funds, including Pennsylvania prevailing wage standards, Davis-Bacon wage determinations, Section 3 employment opportunities for low-income residents (applicable if contract exceeds $200,000), Build America Buy America (BABA) domestic procurement requirements for iron, steel, and construction materials, Occupational Safety and Health Act (OSHA) compliance, and affirmative action provisions per Executive Order 11246. Bidders must submit a surety bond or certified check equal to ten percent (10%) of the bid amount, noncollusion affidavits, and subcontractor declaration forms. The successful bidder will be required to provide a performance bond for 100% of the contract amount within ten days of award notification and maintain comprehensive insurance coverage including workers' compensation, general liability with minimum limits of $250,000 per person/$500,000 per occurrence, and property damage insurance of $100,000 per occurrence with $1,000,000 aggregate. The successful bidder will also be responsible for paying a PennBid processing fee of 0.0033% (up to $5,000) of the contract award value. No specific budget range or award value is disclosed in the procurement documents; however, the contract structure and bonding requirements suggest a substantial municipal demolition project.
