About this opportunity

The City of Columbus Department of Development is requesting bids for demolition and abatement services at 940–952 East Whittier Street, Columbus, Ohio 43206, with bids due August 28, 2026 (today). The contractor must hold current City of Columbus demolition contractor registration and either possess a State of Ohio Asbestos Contractor License or subcontract with a licensed asbestos abatement company—both are mandatory qualifications.

The scope includes complete structure removal, basement and foundation demolition, debris removal, utility disconnects, backfill, grading, seeding, and asbestos abatement. An attached asbestos survey report by H&H Environmental, LLC (inspection conducted May 28, 2026) identified TSI Heat Board containing 7% Chrysotile asbestos in approximately 7 square feet across three sections in Room 1 near the ceiling; the remaining six bulk samples tested negative for asbestos content. The contractor must abate this material to ensure OSHA compliance under 29 CFR 1926 and submit an Ohio EPA Notification of Demolition and Renovation form at least ten working days prior to any abatement or demolition activity. Any additional suspect materials encountered during demolition must remain undisturbed pending inspection by a licensed Asbestos Abatement Evaluation Specialist.

Work must commence within 14 calendar days after demolition permit issuance and utility disconnection, with completion required within 90 calendar days from commencement. The contractor must pay a responsible wage of $21.33 per hour and provide adequate and affordable health insurance benefits to all employees directly performing the work. Bids shall be submitted at firm and fixed prices; a price escalator clause permits up to three adjustments after the first six months if proper cost documentation is provided, subject to City discretion. The contractor must carry commercial liability insurance with minimum coverage of $500,000 per person and $1,000,000 per accident for bodily injury, and $500,000 per accident and $1,000,000 general aggregate for property damage, naming the City as an additional insured. Three verifiable references demonstrating similar demolition experience over the past two years are required with bid submission. Award goes to the lowest responsive, responsible, and best bidder per Columbus City Code Chapter 329. Bidders submit through the City of Columbus Vendor Services Portal.
