About this opportunity

The Kansas Department of Transportation (KDOT), through the Kansas Department of Administration Office of Procurement and Contracts, is requesting proposals for two online defensive driving courses serving approximately 650 employees per year, with proposals due October 1, 2026 at 2:00 PM Central Standard Time.

Bidders may claim applicable preferences under Kansas's Certified Business or Disabled Veteran Owned Business programs if they meet eligibility criteria and include supporting documentation. All bidders must submit a tax clearance certificate from the Kansas Department of Revenue, boycott-of-Israel certification, sexual harassment policy acknowledgment, Immigration Reform and Control certification, and acknowledgment of Kansas state terms and conditions.

The Non-CDL course must run 2–4 hours and cover speed and space management, impaired driving, work zones, distracted driving, aggressive driving, adverse weather, emergency situations, sign identification, intersection navigation, seat belt importance, and driving habit changes. The CDL course must also run 2–4 hours and align with 49 CFR Parts 382, 383, 390, 391, 392, and 393, covering driver fitness, speed and space management, hazard recognition, vehicle inspection, cargo securement, railroad crossing safety, adverse weather operation, distracted driving prevention, emergency procedures, and preventable crash reduction. Both courses must be nationally recognized and approved by the State of Kansas or a federal agency; SCORM 1.2 or AICC compliant; ADA accessible with audio in English and Spanish; and meet KDOT's data security requirements. Employees must achieve at least 80 percent on final assessments to qualify for a three-year insurance premium discount.

The contract term begins on final signature and continues for three years with an option to renew for one additional 24-month period. Pricing must remain firm for the entire contract period and renewals; all prices must be net delivered and inclusive of all discounts. Bidders must demonstrate a minimum of five years' continuous active participation in the applicable industry and provide three references from clients served within the past five years. The Procurement Negotiation Committee will evaluate cost, proposal adequacy and completeness, bidder's understanding of the project, RFP compliance, experience providing like services, qualified staff, methodology, and response format. Questions are due August 28, 2026. No pre-proposal conference is scheduled.
